Freeing scientists from cumbersome administrative procedures

In the Draft Law on Science, Technology and Innovation submitted to the National Assembly, the Government proposed granting autonomy to research institutions and scientists, with the State only evaluating the final results.

As the head of a state research unit, Professor, Doctor Vu Thi Thu Ha has had many projects funded by the budget. Explaining and defending the project is difficult, but when starting to work, scientists always have to struggle to do research work while also having to carry out administrative procedures to disburse expenses for the project.

Many scientists say that research is risky, with a fairly high risk ratio. However, emphasizing the issue of “risk is loss of public assets” will make scientists hesitant.

Draft Law on Science, Technology and Innovation submitted to the National Assembly Granting full autonomy and responsibility to research institutions, including professional activities, apparatus building and spending according to the contract mechanism.

According to the Minister of Science and Technology , autonomy does not mean loosening responsibility, but aims to create a flexible mechanism, encourage innovation, dare to accept risks, motivate scientists to pursue challenging problems, create scientific breakthroughs. Research that does not meet its goals still provides lessons, avoids mistakes or opens new directions. The mechanism for evaluating effectiveness linked to funding ensures reasonable financial allocation, promoting the improvement of the quality of science and technology./.
