Announcement of the Quang Tri Provincial Planning for the period 2021

This afternoon, July 6th, in Dong Ha City, the People's Committee of Quang Tri province solemnly organized a conference to announce the Provincial Planning for the period 2021-2030, with a vision to 2050, and to promote investment in Quang Tri province.

Attending the conference from the central government were: Member of the Central Committee of the Communist Party of Vietnam, Deputy Prime Minister Le Thanh Long; Alternate Member of the Central Committee of the Communist Party of Vietnam, Editor-in-Chief of the Communist Magazine Le Hai Binh; leaders of the Government Office , ministries, and agencies. From Quang Tri province were: Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation Le Quang Tung; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Van Hung; members of the Provincial Party Standing Committee, the Standing Committee of the Provincial People's Council, and leaders of the Provincial People's Committee. Also in attendance were representatives of investment promotion organizations, foreign diplomatic agencies in Vietnam, and many domestic and foreign investors and businesses.

The Quang Tri Provincial Planning for the period 2021-2030, with a vision to 2050, was approved by the Prime Minister in Decision No. 1737/QD-TTg dated December 29, 2023. The plan sets the target for the average annual growth rate of the Gross Regional Domestic Product (GRDP) of Quang Tri province during the 2021-2030 period at 8.2%; and GRDP per capita at approximately 140-170 million VND/person.

The overall goal by 2030 is for Quang Tri to reach a level of development among the relatively advanced provinces nationwide, with a basic economic structure of an industrial and service province; to be one of the comprehensive economic centers of the North Central and Central Coastal regions, a logistics and goods transshipment center of Southeast Asia and transportation corridors in the ASEAN and Greater Mekong Subregion (GMS). The vision for 2050 is for Quang Tri to become a province with a strong economy primarily based on industry and services, a driving force for regional development, with guaranteed national defense and security, and a happy life for its people.

The plan also clearly identified key development breakthroughs, including: building a synchronous transportation infrastructure; significantly improving the investment and business environment; completing digital transformation; preparing and improving the quality of human resources; and creating an attractive living and working environment to attract talent.

Simultaneously, key tasks were outlined, including the determination to build Quang Tri into a clean energy center of Central Vietnam by 2030; developing tourism into a leading economic sector; building high-quality and efficient logistics infrastructure to create a competitive advantage for businesses investing in the area; and developing processing and manufacturing industries applying advanced technology.

Developing agriculture towards high-tech applications and ecological and organic farming; protecting the environment, restoring ecosystems and conserving biodiversity, while promoting unique ecological values; implementing inclusive development, creating conditions for all segments of the population to have the opportunity to participate in and benefit from the development process; strengthening national defense and security and social order; proactively integrating and cooperating internationally.

Speaking at the conference, Chairman of the Provincial People's Committee Vo Van Hung emphasized that the planning announcement and investment promotion conference is an opportunity for the province to publicly and widely announce the planning so that domestic and foreign partners and investors can have a more comprehensive, in-depth, and holistic view of the potential and strengths; the development expectations as well as the strong political commitment of Quang Tri province to strengthen cooperative and reliable development relationships between the Quang Tri provincial government and domestic and foreign investors and businesses, as well as the participation and contribution of all the people of the province for the common good.

Recognizing the crucial role and significance of planning, Quang Tri province has focused on decisively leading and directing the serious and timely implementation of planning using new methods, considering it one of its key and continuous political tasks.

The province has also closely followed the guiding principles, objectives, and development orientations of the National Master Plan; the Plan for the North Central and Central Coastal Region, national sectoral plans, and Resolution No. 26 of the Politburo on the direction of socio-economic development and ensuring national defense and security in the North Central and Central Coastal Region for the period 2020-2030, with a vision to 2045, to ensure consistency and uniformity in development orientations.

Besides collaborating with experienced domestic planning consultancy organizations, the province has leveraged the valuable support and assistance of internationally renowned planning consultancy organizations such as the Singapore Cooperation Enterprise and Sakae Advisory - Surbana Jurong to integrate the "High-Level Economic Positioning Study Report of Quang Tri Province" with the "Quang Tri Province Planning Concept to 2030, Vision to 2050" into the provincial plan.

At the same time, we incorporated many critical opinions from the Association of Vietnamese Scientists and Experts Global (AVSE Global) to develop a plan with a breakthrough mindset and strategic vision based on the province's potential, strengths, and distinct comparative advantages.

Chairman of the Provincial People's Committee Vo Van Hung affirmed that, in the coming time, to effectively implement the planning, Quang Tri province will urgently finalize the plan, build an implementation roadmap; complete the zoning plans, detailed plans, and specialized technical plans to ensure consistency and readiness in attracting investment.

Focus on mobilizing, allocating, and effectively utilizing all resources for socio-economic development and attracting investment; exploit and unlock resources from domestic and foreign economic sectors, and mobilize FDI and ODA capital to invest in the synchronous development of infrastructure towards modernity and smart technology; prioritize investment resources for key projects with spillover effects, creating new development spaces and sustainable growth drivers.

Quang Tri province is committed to the Government and the business community that it will always listen, engage in dialogue, and be ready to support and create the most favorable conditions to accompany businesses and investors.

Delivering a keynote address at the conference, Deputy Prime Minister Le Thanh Long acknowledged, commended, and congratulated the significant achievements that the Party Committee, government, military, and people of Quang Tri province have made in the past period.

At the same time, it was affirmed that, with its glorious cultural and historical traditions, Quang Tri possesses many special potentials and advantages to become a relatively developed province in the North Central region, the Central coastal region, and the whole country.

Quang Tri also possesses the conditions for rapid and sustainable development, making it a reliable and attractive destination for investors and strongly developing in the direction of building Quang Tri into a clean energy center of Central Vietnam; tourism is a key economic sector.

The Deputy Prime Minister stated that, with the aspirations of the people of Quang Tri for prosperity, harmonious social development, and a clean and livable ecological environment, the Quang Tri Provincial Planning has been meticulously and systematically prepared, opening up new development spaces for the next 10 years and providing direction for the next 20 years with breakthrough thinking and a long-term vision based on leveraging the unique potential, outstanding opportunities, and competitive advantages from nature, people, cultural traditions, and history, as well as overcoming existing shortcomings and limitations of the province.

To successfully implement the Quang Tri Provincial Planning objectives for the period 2021-2030, with a vision to 2050, the Deputy Prime Minister requested Quang Tri province to urgently implement the plan with specific action programs and plans; to systematically and effectively carry out the tasks outlined in the plan; namely, the four breakthroughs; eight key sectors; and development along four regions and six economic corridors.

Prioritize investment in completing socio-economic infrastructure in a synchronized manner, especially connecting transportation infrastructure, creating new development spaces, particularly investing in the completion of Quang Tri Airport and My Thuy Deepwater Port – considering this a top political priority; develop urban systems, research expanding the development space of the Southeast Economic Zone, linking with favorable development areas along the North-South expressway corridor and along National Highway 15D. Develop the Lao Bao Special Economic and Trade Zone into a comprehensive trade, service, and tourism center, aiming to form a joint cross-border economic and trade zone between Lao Bao (Vietnam) and Densavan (Laos).

Promoting economic restructuring associated with innovation in growth models, increasing labor productivity, and enhancing the competitiveness of sectors and fields with strengths and potential, based on digital transformation, science and technology, and innovation; increasing the value of knowledge content; effectively exploiting comparative advantages, especially the marine economy, tourism, circular economy, innovation, and adaptation to climate change.

Focus on accelerating administrative reforms, significantly improving the investment and business environment, enhancing competitiveness, and promptly resolving difficulties and obstacles to create favorable conditions for investors and businesses.

The goal is to build and develop Quang Tri into an attractive tourist destination with distinctive history and culture in the Central region. The aim is to build a Quang Tri tourism brand based on leveraging the symbolic value of its strong resurgence from war, war memories, and the aspiration for peace. Furthermore, it is crucial to strengthen national defense and security, protect maritime sovereignty, ensure political stability and social order, and maintain peace for the people, thereby encouraging investors to make long-term investments in the province.

At the same time, we hope that businesses and investors will fulfill their corporate mission in the spirit of "listening and understanding together"; "sharing vision and action"; and "working together, winning together, sharing benefits together, and developing together".

For central ministries and agencies and localities in the North Central and Central Coastal regions, the Deputy Prime Minister requested them to strengthen supervision and coordinate the effective implementation of the Quang Tri provincial planning; to be ready to work with Quang Tri to resolve difficulties and obstacles related to mechanisms, policies, human resources, and administrative procedures; and to effectively implement Resolution No. 39-NQ/TW of the Politburo of the 9th Party Congress and Conclusion No. 25-KL/TW of the Politburo of the 11th Party Congress on socio-economic development and ensuring national defense and security in the North Central and Central Coastal regions.

The government will direct ministries and agencies to continue research to develop appropriate mechanisms and policies to create favorable conditions for Quang Tri province to develop rapidly, comprehensively, and sustainably in the coming period.

On behalf of the provincial leadership, the Standing Vice Chairman of the Provincial People's Committee, Ha Sy Dong, delivered a response, expressing gratitude and seriously acknowledging and fully absorbing the directives from the Deputy Prime Minister to study and incorporate them into the plan for implementing the Quang Tri Provincial Planning for the period 2021-2030, with a vision to 2050.

At the same time, it was affirmed that immediately after this conference, the Provincial People's Committee will promptly finalize the plan and develop a specific roadmap to implement the tasks, orientations, and planning ideas.

Specifically, the focus will be on effectively implementing strategic and groundbreaking solutions to realize the defined planning goals and tasks with the utmost responsibility, aspiration, and determination to quickly turn these goals into reality, for a prosperous and developed Quang Tri.

Within the framework of the conference, the Provincial People's Committee also awarded investment policy decisions and investor approval/investment certificates for 9 projects with a total registered capital of over 4,400 billion VND; granted approval for the preparation of pre-feasibility study reports for 2 PPP projects with a total investment of over 21,000 billion VND; and granted approval for research, survey, and project proposal for 5 projects.

The Chairman of the Provincial People's Committee awarded certificates of commendation to representatives of several individuals and organizations who have achieved outstanding results in the preparation of the Quang Tri Provincial Planning for the period 2021-2030.

On this occasion, the Provincial People's Committee also organized side activities such as: setting up an exhibition space to display information and summary documents on the provincial planning, the provincial planning map system, and key investment attraction projects of the province; an exhibition space to display information, documents, and images introducing the nature, culture, land, and people of Quang Tri province; promoting investment, trade, and tourism activities of the province; and an exhibition space to introduce typical products of the province.
