Electronic notarization: Saves time, costs, and reduces hassle.

Electronically notarized documents can be used to access public services on the National Public Service Portal or the electronic public service portals of localities, agencies, and organizations.

Perform notarization simultaneously from different locations.

Currently, the implementation of electronic notarization is being promoted by professional organizations. Instead of signing with ink and manually stamping documents, notaries will use digital signatures and electronic seals to certify documents. This process is similar to traditional notarization, but is superior due to its ability to conduct online transactions, allowing parties to sign simultaneously from multiple locations under the online observation of the notary at each location.

According to Dao Duy An, Secretary General of the Vietnam Association of Notaries, electronic notarization is a mandatory element for the full implementation of online public services. For citizens and businesses, electronic notarization helps save time and costs, and reduces inconvenience.

To promote electronic notarization, the Vietnam Association of Notaries has collaborated with competent authorities to standardize procedures for receiving and using electronic notarized documents, and procedures for handling online public services with input from electronic notarized documents and certified copies, making the provision of public services more convenient.

According to notary public Hoang Thu Huong of the Hanoi City Notary Association, providing public services on digital platforms generally brings enormous benefits, not only to citizens seeking notarization but to society as a whole.

Electronic notarized documents allow for easy and 100% accurate verification, significantly reducing the likelihood of forgery. Electronic documents can be stored on electronic devices, easily sent and received, and backed up without limits while still maintaining legal validity.

"When applying the electronic notarization process, fraudulent and non-transparent practices, both by clients and notaries, are virtually eliminated. All activities are tracked for verification. Simultaneously, document forgery is reduced as notaries have access to the databases of the issuing authorities."

Legal security is mandatory when notarizing documents, whether it's traditional or electronic notarization. However, with electronic notarization, we have modern tools to help ensure greater security, such as automatic signature validity verification, biometric identification, and automatic recording of contract signing times,” said Ms. Hoang Thu Huong.

A unified process for receiving electronic notarized documents is needed.

Speaking to reporters, Mr. Nguyen Van Giang (residing at 161 Yen Phu, Hanoi) said that he had previously gone through the procedure of certifying electronic copies and signing mortgage contracts using electronic notarization.

“Previously, I used to make mortgage contracts using electronic notarization, then register the mortgage online very quickly. I didn't have to submit any documents or go anywhere; I just did it on my phone. I was quite surprised by how fast and convenient the service was, and the cost remained the same,” Mr. Giang said.

For electronic notarization to develop, electronic notarized documents need to be accepted by administrative agencies. In Hanoi, the City's Public Administrative Service Center has recently been very active in coordinating with the Vietnam Notaries Association to implement many activities. The Center has accepted electronic notarized documents to process land transfer registration procedures, and most recently, has agreed with notarization organizations in Hanoi and the State Bank of Vietnam Region 1 on accepting online registration of secured transactions.

Citizens do not need to go to registration offices or public administrative service centers; they can register from home, and the processing time is also quick. The results will be sent to the citizen's account on the National Public Service Portal or to their email.

"This is a reform that I consider groundbreaking, very convenient, and banks are now very supportive and are coordinating closely with notary offices to implement it."

"We are very much hoping that the process of receiving electronic notarized documents can be accepted nationwide. Currently, only a few provinces and cities have a unified process, while most others are still in the process of implementation, so even the officials receiving electronic data are still unfamiliar with it. We hope that in the near future, people throughout the country will be able to use this service as conveniently as possible," said Mr. Dao Duy An.
