The telegram stated:
Storm No. 10 and the floods following the storm have caused very heavy damage to people, property, and infrastructure in localities in the Northern and North Central regions. According to the initial synthesis of the Ministry of Agriculture and Environment (from preliminary reports of localities as of October 1, 2025), the recent storm and floods have left 53 people dead and missing, 139 injured; at least 91 houses collapsed and washed away; over 144,000 houses had their roofs blown off or damaged; over 34,000 hectares of rice and crops, 10,000 hectares of aquaculture were flooded and damaged; 1,076 schools had their roofs blown off or damaged; many dike, traffic, irrigation, electricity, and telecommunication works had problems; over 60,000 trees were broken, the total economic damage was initially estimated at thousands of billions of VND.
Immediately after the natural disaster occurred, many businesses and philanthropists promptly supported people affected by storms and floods after the storm to overcome difficulties and stabilize their lives. The Prime Minister commended and highly appreciated the spirit of mutual love, noble deeds, national love and compatriotism of businesses and philanthropists. In Document No. 571/2025- VINGROUP dated October 1, 2025, Vingroup Corporation proposed a support package to promptly share and support families with dead or missing people, and houses that collapsed, washed away, had their roofs blown off, or were damaged.
Regarding the above proposal, the Prime Minister requested the Chairmen of the People's Committees of provinces and cities to closely coordinate with the Central Committee of the Vietnam Fatherland Front and Vingroup Corporation in implementing the support package, including:
1. The Chairman of the People's Committee of provinces and cities directs local authorities and functional agencies to urgently review, evaluate, make complete and accurate statistics, and make a list of households with dead and missing people, families whose houses have collapsed, washed away, or been severely damaged, poor households, families with meritorious services to the revolution whose houses have had their roofs blown off by storm No. 10 and recent floods; coordinate with the Central Committee of the Vietnam Fatherland Front, Vingroup Corporation and philanthropists to organize direct and timely support to affected families to help people overcome losses and soon stabilize their lives. The process of reviewing, evaluating, making statistics, making lists and organizing support must pay special attention to ensuring publicity, transparency, and preventing profiteering, corruption, and negativity.
2. The Government requests the Central Committee of the Vietnam Fatherland Front to direct and coordinate with Vingroup and philanthropists to transfer support funds from businesses and philanthropists directly to people in need of support, ensuring accuracy, strictness, and compliance with regulations, in the shortest time possible, and to complete support for families with deceased or missing people before October 5, 2025.
3. Chairmen of People's Committees of provinces and cities shall strictly implement the direction of the Prime Minister in Official Dispatch No. 178/CD-TTg dated September 29, 2025, urgently mobilize forces, arrange sufficient resources from local budget reserves and other legal capital sources to focus on completing the repair and restoration of educational and medical facilities that have had their roofs blown off or damaged by recent storms and floods, absolutely not allowing students to lack schools, classrooms, books and learning materials, and people to lack places to seek medical treatment when they are sick.
4. The Ministry of Construction and the Ministry of Industry and Trade shall coordinate with the People's Committees of provinces and cities to direct the review and proactive regulation to ensure adequate supply of food, necessities, materials, equipment, and essential construction materials for home repairs (especially bricks, tiles, roofing sheets, corrugated iron, steel, etc.); manage and control prices, prevent and strictly handle acts of unreasonable price speculation and taking advantage of natural disasters for profit.
5. The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of this Official Dispatch; promptly report to the Prime Minister and Deputy Prime Minister in charge on any urgent or arising issues./.
