Prime Minister's telegram on implementing amnesty work in 2025 (phase 2)

Deputy Prime Minister Nguyen Hoa Binh has just signed Official Dispatch No. 108/CD-TTg, dated July 16, 2025, on implementing amnesty work in 2025 (phase 2).

The telegram sent to the Ministers of the following ministries: Public Security, National Defense, Culture, Sports and Tourism; Supreme People's Court; Chairmen of People's Committees of provinces and centrally run cities, stated: On July 4, 2025, the Amnesty Advisory Council issued Instruction No. 94/HD-HDTVĐX on the implementation of Decision No. 1244/2025/QD-CTN, dated July 3, 2025 of the President on amnesty in 2025 (phase 2).

In order to seriously and effectively implement the amnesty work in 2025 (phase 2), well implement the humane and lenient policies of the Party and State towards criminals and contribute to effectively implementing the resolutions, directives, programs and plans of the Central, National Assembly and Government on crime prevention and control to achieve results, the Prime Minister requests:

The Ministry of Public Security performs well its role as the main advisor to the Government and the Standing Committee of the Amnesty Advisory Council; is directly responsible for directing the consideration of amnesty proposals for prisoners serving sentences in prisons and detention camps managed by the Ministry of Public Security; urges, guides and inspects ministries, branches and localities to implement, promptly resolves difficulties and problems that arise, and reports to the Amnesty Advisory Council for consideration in cases beyond its authority.

The Ministry of National Defense is responsible for directly and closely directing the consideration of amnesty requests for prisoners serving sentences in prisons and detention camps managed by the Ministry of National Defense.

The Prime Minister requested the Supreme People's Court to directly direct and guide People's Courts and Military Courts at all levels to preside over the consideration of amnesty requests for people whose prison sentences are temporarily suspended.

The Ministry of Culture, Sports and Tourism directs news agencies and newspapers to fully report on the contents of documents on amnesty in 2025 (phase 2) so that all people and prisoners clearly understand the conditions, processes and procedures for considering amnesty... so that they can protect their own legitimate rights and interests, compare and monitor the activities of competent agencies, avoid confusion and errors; at the same time, contribute to raising awareness and responsibility of all levels, sectors, social organizations and the masses to eliminate the inferiority complex towards amnesty recipients and pay attention to creating conditions to help them integrate into the community.

The ministries, branches and agencies mentioned in the Guidelines of the Advisory Council for Special Pardon have specific plans to implement assigned tasks; organize dissemination, dissemination and ensure that special pardon work is carried out in a unified, safe, public and transparent manner, following strict procedures, for the right subjects and under the conditions prescribed by law; ensure the legitimate rights and interests of prisoners and those whose prison sentences are temporarily suspended, and absolutely prevent negativity and errors from occurring.

Help, teach and create jobs for amnestied people to reintegrate into the community

The Prime Minister requested the Chairmen of the People's Committees of provinces and centrally run cities to direct branches and commune-level People's Committees to coordinate with the Fatherland Front and relevant agencies and organizations to strictly implement Decision No. 1244/2025/QD-CTN, dated July 3, 2025 on special amnesty in 2025 (phase 2) of the President and Instruction No. 94/HD-HDTVĐX, dated July 4, 2025 of the Special Amnesty Advisory Council.

Specifically: Direct the Department of Culture, Sports and Tourism to closely coordinate with the Propaganda and Mass Mobilization Committee of the Provincial Party Committee, City Party Committee, and local press agencies to widely propagate the amnesty work on mass media.

Direct relevant departments, branches and commune-level People's Committees, within the scope of their functions and tasks, to provide complete information, documents, certificates, confirmations and other necessary documents related to the person proposed for amnesty.

Directing commune-level authorities to coordinate with the Fatherland Front, local agencies, economic organizations, unions, and social organizations to actively and effectively implement Decree No. 49/2020/ND-CP dated April 17, 2020 of the Government detailing the implementation of the Law on Execution of Criminal Judgments on community reintegration. The Prime Minister requested to continue monitoring, managing, educating, assisting, providing vocational training and creating jobs for pardoned people returning to the community to eliminate their inferiority complex, do honest work, limit recidivism and violations of the law. For pardoned people in especially difficult circumstances, mobilize sectors, unions, and socio-economic organizations to pay attention to helping them borrow capital to do business, stabilize their lives, and integrate into the community.

Direct the Director of the Provincial Public Security to coordinate with local departments, branches, unions and social organizations to effectively manage, educate and assist amnestied people; grasp the situation and developments of amnestied people residing in the locality, not allowing them to affect national security and social order and safety, and promptly and strictly handle those who re-offend and violate the law.

The Prime Minister assigned the Ministry of Public Security (Standing Agency of the Amnesty Advisory Council) to be responsible for monitoring, synthesizing and reporting implementation results to the Prime Minister and the Amnesty Advisory Council.
