On the morning of September 9, landslides and damage on national highways and provincial roads in Thanh Hoa were handled, ensuring smooth and safe traffic.

Due to the impact of storm No. 3, from September 6, 2024 to the morning of September 9, 2024, there was widespread heavy rain in the province, the total measured rainfall (from basic hydrometeorological stations) was commonly from 120-170mm, especially some places with heavy rainfall such as: Muong Lat hydrological station 219mm, Hoi Xuan hydrological station (Quan Hoa) 207mm, Cam Thuy hydrological station, Nga Son meteorological station 179mm; heavy rain caused a flood on rivers (Ma river, Len river, Cau Chay river, Buoi river, ...), causing flooding in low-lying areas, agricultural production areas, culverts, causing landslides on some traffic routes, ...

According to the forecast bulletin from the provincial Hydrometeorological Station, due to the influence of the tropical convergence zone with an axis through the North connecting with the low pressure area weakened by storm No. 3, it is forecasted that in the evening and night of September 9, 2024, in Thanh Hoa province, there will be scattered showers and thunderstorms, locally heavy rain; warning from September 10, 2024 to September 13, 2024, there is a possibility of a period of moderate rain, heavy rain and thunderstorms.

To proactively respond to natural disasters in the coming days, especially in the recent past, the province has had heavy rain for a long time, causing the soil and rocks to become waterlogged, leading to the risk of saturation swelling, increasing volume and weight, and reducing friction, which will cause severe landslides; The Chairman of the Provincial People's Committee requests the Commander of the Provincial Military Command, the Director of the Provincial Police, the Commander of the Provincial Border Guard Command, Directors of provincial departments, branches, sectors, units, Chairmen of the People's Committees of districts, towns, cities, Directors of the Provincial Hydrometeorological Station, Directors of the Companies: Irrigation Works Exploitation, Thanh Hoa Electricity and related units according to their assigned functions and tasks, to direct the implementation of the following key tasks:

1. Chairman of People's Committee of districts, towns and cities:

- Closely monitor the developments of rain, floods and other natural disasters that may occur due to heavy rain such as flash floods, landslides, and inundation; proactively respond to natural disasters according to the motto "four on-site" and the principle of "proactive prevention, timely response, urgent and effective recovery"; absolutely do not be subjective or negligent in responding to and overcoming the consequences of natural disasters.

- Urgently mobilize resources to quickly overcome the consequences caused by storm No. 3 and rain and floods, focusing on immediately overcoming damage and loss of housing, ensuring safety for people; overcoming and restoring damage to agricultural production, focusing on drainage, protecting production, especially protecting summer-autumn rice areas; overcoming damage and landslides of traffic works to ensure smooth traffic and safety for people and vehicles.

- Proactively organize the evacuation and relocation of people in dangerous areas, areas at risk of being affected by natural disasters, households with weak houses, unsafe; especially in mountainous areas of the province, request localities to proactively organize the evacuation and relocation of people in areas at risk of landslides, flash floods, areas that suffered damage from the recent storm No. 3, arrange guards at spillways, areas that are often flooded to guide traffic and ensure safety for people.

- Organize inspection, review, and ensure safety for dike works, irrigation dams, hydroelectric dams, and other disaster prevention and control works, especially at vulnerable locations, damaged works, rivers with heavy floods, locations where incidents, landslides on river banks, coastlines, and road slopes have occurred recently, and works under construction.

- Prepare forces, means, materials and equipment to promptly rescue, handle construction incidents and quickly overcome the consequences of rain and floods when situations occur.

2. The Department of Agriculture and Rural Development and the Department of Industry and Trade, according to their assigned functions and tasks, shall coordinate with relevant localities and units to direct and guide the restoration of damaged agricultural, industrial and commercial production; continue to implement measures to ensure the safety of dams and dykes, limit damage to aquaculture, seafood, agricultural and industrial production, and power system safety; regulate irrigation and hydropower reservoirs to ensure scientific operation and absolute safety for the works, prevent artificial floods, and contribute to flood reduction downstream, paying attention to directing reservoir owners to notify people in advance before operating flood discharge.

3. The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police direct forces stationed in the area to continue supporting people and local authorities to overcome the consequences of storm No. 3, proactively organize and deploy forces and means ready to support localities in responding to rain, floods, evacuating people, and rescuing victims.

4. The Department of Transport coordinates with relevant units to direct the quick resolution of traffic construction incidents, closely monitor locations showing signs of landslides, damage, and deep underground flooding; be ready to mobilize vehicles, transport equipment, and human resources to respond to and overcome consequences caused by natural disasters.

5. The Department of Health and the Department of Natural Resources and Environment direct, guide, and support localities and relevant units to be ready to deploy environmental treatment and disease prevention and control during and after natural disasters.

6. The Department of Education and Training directs the repair of schools damaged by storm No. 3; directs localities and relevant units to ensure the safety of schools and school sites, especially in mountainous areas at risk of flash floods, landslides, and inundation.

7. The Provincial Hydrometeorological Station closely monitors the developments of rain, floods, flash floods, landslides, and inundation; forecasts, warns, and promptly informs relevant agencies and people to proactively deploy response measures.

8. Irrigation Works Exploitation Companies continue to implement flood control measures to protect agricultural production; Thanh Hoa Electricity Company is responsible for providing safe and continuous power to drainage pumping stations and drainage sluices (operated by electricity); at the same time, urgently deploy plans to ensure safety for works assigned to manage and be in charge.

9. Thanh Hoa Radio and Television Station and Thanh Hoa Newspaper increase information and communication on developments of rain, floods, flash floods, landslides, inundation and direction of response and overcoming consequences.

10. Members of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense, according to their assigned tasks and areas, proactively grasp the situation, inspect, urge and direct relevant localities and units to deploy response work and overcome consequences that may be caused by natural disasters.

11. Organize on-duty shifts seriously and regularly report the situation to the Standing Office of the Provincial Command for Natural Disaster Prevention and Control and the Standing Office of the Provincial Command for Civil Defense, Incident Response, Natural Disasters and Search and Rescue to synthesize and report according to regulations.

Request the Commander of the Provincial Military Command, Director of the Provincial Police, Commander of the Provincial Border Guard Command, Directors of provincial departments, branches, sectors, units, Chairmen of People's Committees of districts, towns, cities and related units to seriously implement.
