Vietnam and Laos Trade Unions: Further Strengthening Long-Term Cooperation

On the afternoon of July 2, in Hanoi , Mr. Nguyen Dinh Khang, President of the Vietnam General Confederation of Labor, had a meeting and worked with a delegation of senior officials of the Lao Federation of Trade Unions (LFTU) led by Mr. Leth Xayyaphone, President of the Central Committee of the Lao Federation of Trade Unions.

At the meeting, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang sent greetings and highly appreciated the visit of the delegation of senior officials of the Lao Federation of Trade Unions right before the 47th anniversary of the signing of the Vietnam - Laos Treaty of Amity and Cooperation (July 18, 1977 - July 18, 2024).

President of the Vietnam General Confederation of Labor Nguyen Dinh Khang emphasized that the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos over the past 60 years have always been preserved and promoted by the leaders of the Party, State and people of the two countries. In foreign affairs, the President of the Vietnam General Confederation of Labor affirmed that the Vietnam Trade Union always considers the traditional relationship, special solidarity and comprehensive cooperation with the LFTU as a top priority.

Sharing information, the President of the Vietnam General Confederation of Labor said that currently, 5 Central Trade Unions, 2 units under the General Confederation of Labor and 15 Confederations of Labor of provinces and centrally run cities of Vietnam have established bilateral relations with the corresponding Trade Unions of Laos, in which the border provinces have all established relations. In the roadmap for implementing the Cooperation Agreement for the period 2023-2028, the two sides have carried out 25 delegation exchange activities at all levels, including 15 outgoing delegations with 67 people, 4 incoming delegations with 15 people, and organized 4 short-term training courses with 159 Lao trainees attending...

Chairman Nguyen Dinh Khang also highly appreciated the results of the LFTU's activities under the leadership of the Lao People's Revolutionary Party and affirmed: "Bilateral cooperation activities between the Vietnam Trade Union and the Lao Federation of Trade Unions have been and are being effective, bringing about practical results."

At the meeting, Mr. Leth Xayyaphone - President of LFTU - highly appreciated the good traditional cooperative relationship between the two peoples of Laos and Vietnam in general, and the two trade union organizations of Laos and Vietnam in particular. Mr. Leth Xayyaphone believes that the traditional cooperative relationship between LFTU and the Vietnam General Confederation of Labor will be a source of strength, promoting the trade union movements of Laos and Vietnam to successfully fulfill their noble tasks.

The LFTU President said that the LFTU at all levels has been focusing on the Resolutions of the 8th National Trade Union Congress and the 4th Trade Union Development Plan, focusing on 9 programs for the period 2021-2025 and with a vision to 2030. In which, the focus is on striving to develop Trade Union organizations in private enterprises to reach 65% and grassroots Trade Union members to reach 20% and the foreign investment sector to reach 10% (of the total number of Lao workers); promoting negotiations to establish Collective Labor Agreements, especially on the issues of wages, bonuses, working hours, rest time and occupational safety and hygiene with the goal of striving to reach 55% of labor units that meet the conditions prescribed by law by the end of the term.

Mr. Leth Xayyaphone also suggested that the two sides continue to strengthen and tighten the traditional friendly cooperation relationship and special solidarity of the two sides on the basis of implementing the cooperation agreement (MOU) that the two sides have officially signed; strengthen cooperation at the local level.

The President of the Vietnam General Confederation of Labor proposed that both sides actively implement the Cooperation Agreement between the Vietnam General Confederation of Labor and the LFTU for the period of 2023-2028, focusing mainly on a number of contents: The two sides continue to strengthen cooperation in the field of training and fostering trade union officials in accordance with the capabilities and practical conditions of the Vietnam Trade Union and the needs of the LFTU. The two sides continue to create conditions and promote trade unions at all levels of the two countries to strengthen and develop friendly relations, exchange and cooperation, especially trade unions of provinces sharing borders...
