At the 11th Conference, the Central Committee basically agreed on the content of amendments and additions to Directive No. 35-CT/TW, dated June 14, 2024, and Conclusion No. 118-KL/TW, dated January 18, 2025, of the Politburo on party congresses at all levels leading up to the 14th National Congress of the Party.

The Central Committee emphasized that the preparation and organization of Party congresses at all levels must be led and directed by Party committees at all levels in accordance with the Party's regulations and principles, especially the principle of democratic centralism, ensuring safety, practicality, and effectiveness, avoiding ostentatious displays, and resolutely combating waste and corruption.
