On the morning of May 23, continuing the 5th Session, under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session in the hall, discussing the expected Law and Ordinance Building Program for 2024 and adjusting the Law and Ordinance Building Program for 2023.
Attending from the province were comrade Duong Van An - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation and provincial National Assembly deputies.
Moderating the discussion, Vice Chairman of the National Assembly Nguyen Khac Dinh said: The 5th session is a mid-term session, therefore, the National Assembly Standing Committee requests that National Assembly deputies provide a general assessment of the legislative activities of the National Assembly since the beginning of the term. In the recommendations section, it is necessary to present a number of solutions for the Government, agencies, and National Assembly deputies to pay attention to in order to effectively implement the 2024 program, striving to complete the orientation of the law-making program for the entire term of the National Assembly.
At the discussion session, National Assembly deputies noted that since the beginning of the term, with the spirit of proactive legislation from early on and from afar, the National Assembly's legislative work has achieved many positive results, with many innovations, creativity and efficiency. The establishment of the law-making program has been increasingly improved in quality and progress.
In order for the law and ordinance making to be synchronized and for laws to quickly come into effect, National Assembly deputies recommended that the National Assembly and the Government assign tasks to specialized agencies so that in the law and ordinance making program, the legal policy making of draft laws must be basically completed along with the approval of the program. At the same time, it is recommended that the Government continue to direct ministries and branches to clearly establish mechanisms and policies right in the proposals for law and ordinance making. Review, approve and take responsibility for policies in draft laws and ordinances included in the program for the National Assembly to approve the program, and also approve policies proposed by the Government. This will create conditions for closer supervision of the legalization of policies in draft laws and ordinances. This also contributes to implementing the motto of proactive legislation, early intervention, and remote intervention.
In addition, some delegates emphasized that in the past time, the National Assembly, the National Assembly Standing Committee, the agencies of the National Assembly, the Government, other agencies and organizations have flexibly adapted to the situation, overcome difficulties, been active and proactive in the work of formulating and implementing programs, basically ensuring progress and quality. In the coming time, the National Assembly and the Government need to continue to promote these results, especially the work of law-making that needs to be prepared early and from afar. The proposed policies must aim at promptly implementing the documents of the 13th National Party Congress, the resolutions, conclusions and directives of the Central Executive Committee, the Politburo and the Secretariat. At the same time, these policies need to be guaranteed, promptly meeting the requirements of reality while still ensuring consistency in the legal system...
