National Assembly Chairman Tran Thanh Man emphasized the need for thorough preparation for the 9th session (scheduled to be held from May 2025), especially regarding personnel matters, which must be "the most rigorous and meticulous, ensuring adherence to the Party's directives."
An extraordinary session of the National Assembly will be held in February 2025.
On December 11th, while commenting on the summary of the 8th session and initial preparations for the 9th session of the 15th National Assembly, Minister and Head of the Government Office Tran Van Son stated that immediately after the closing of the 8th session, the Government requested ministries and agencies to urgently advise and propose to the Government the issuance of sub-legal guiding documents.

In preparation for the upcoming National Assembly sessions, on December 10th, the Prime Minister signed a document assigning members of the Government to prepare 50 documents, reports, and submissions to be sent to the National Assembly in a timely manner.
"An extraordinary session of the National Assembly is expected in February 2025. The government plans to amend the Law on Government Organization and the Law on Local Government Organization. The government is studying and preparing to submit them to the National Assembly in a timely manner," said Mr. Tran Van Son.
In his remarks during the discussion, Deputy Speaker of the National Assembly Nguyen Khac Dinh emphasized that the 8th session was a very special session, lacking a Secretary General of the National Assembly, while the workload was very heavy, with many unexpected and important issues arising from directives of competent authorities, and additional content still being presented near the end of the session.
"The agencies coordinate very well. Most of the National Assembly's committees work overtime, sometimes not leaving until 10 PM, submitting documents in the morning for review meetings in the afternoon, and presenting them to the National Assembly the next morning," said Mr. Nguyen Khac Dinh.
Minimize the number of additional items added to the session's agenda.
Presenting the report on preparations for the 9th session, National Assembly Secretary General Le Quang Tung stated that the National Assembly plans to consider 31 legislative items, 7 groups of items related to socio-economic affairs, the state budget, supervision, and other important issues; and 7 groups of items for which agencies will submit reports for National Assembly deputies to study independently.

Due to the large volume of legislative, supervisory, and important decision-making content at the 9th session, many of which are difficult and complex, the Secretary General of the National Assembly proposed continuing to hold the 9th session in two phases (with a 9-day interval between the two phases) to allow time for the National Assembly's agencies and relevant bodies to receive and explain the opinions of National Assembly deputies, revise and finalize draft laws and resolutions to the best possible quality before submitting them to the National Assembly for approval.
According to Mr. Le Quang Tung, the National Assembly is expected to work for 26 days.
The first phase mainly involves discussing the contents to be voted on and passed by the National Assembly at the session, and discussing in groups some draft laws submitted to the National Assembly for comments; and questioning and answering questions.
The second phase mainly involves the National Assembly voting to pass laws and resolutions, discussing some draft laws in committees, and discussing draft laws submitted to the National Assembly for comments in the plenary session.

Concluding this discussion, National Assembly Chairman Tran Thanh Man requested thorough preparation of the agenda for the 9th session, especially regarding personnel matters, emphasizing that they must be prepared "with the utmost care and attention to detail, ensuring adherence to the Party's directives."
"The government needs to minimize the submission of additional items that arise during the session's agenda," the Speaker of the National Assembly noted.
Regarding the timing of the 9th session, the Speaker of the National Assembly anticipates that it will open on May 20, 2025 and close on June 30, 2025, including Saturdays.
