With the support of the Government and People of China, the construction of Ninh Binh Power Plant started on March 15, 1971 in Ninh Binh town (now Ninh Binh city) with a design of 4 furnace units, total capacity of 100MW. In 1972, the construction was interrupted due to the second air raid on the North by the US imperialists. After the Paris Agreement was signed, in March 1973, the Plant resumed construction. Overcoming many difficulties, after 1 year, the first engine sound of unit 1 was heard, creating confidence and motivation for the installation and operation of the following units.
On January 17, 1974, Minister of Electricity and Coal Nguyen Huu Mai signed the Decision to establish Ninh Binh Thermal Power Plant. Only 4 months later, on May 19, 1974, on the 84th birthday of President Ho Chi Minh , Deputy Prime Minister Nguyen Duy Trinh cut the ribbon to inaugurate and officially put the No. 1 furnace into operation, generating the first electricity to the Northern power grid, to the joy of thousands of cadres, workers and employees at the construction site, Chinese experts and Ninh Binh people.
This is an important milestone, not only for Ninh Binh Thermal Power Plant but also for the national electricity industry. Following the success, Units 2 and 3 were completed in turn and on March 8, 1976, Unit 4 (the last unit) was put into operation. From here, the Northern power grid annually had an additional electricity output of 550 to 600 million kWh from Ninh Binh Thermal Power Plant. This was one of the three main power sources of the Northern power grid at that time, along with Uong Bi Thermal Power Plant and Thac Ba Hydropower Plant; serving promptly for the work of healing the wounds of war and building and developing the country's economy .
Due to the nature of being built during the war, after many years of continuous operation, without proper investment in repairs, and with old, outdated technology, the Factory encountered many difficulties in operation and management, leading to failure to meet economic and technical targets...
With the attention of the industry and the locality, from 1993 to 1997, the Factory implemented an equipment restoration program, with a total investment of more than 60 billion VND. From 1995 to 1997, 4 boilers were restored to their original design, the output increased from 200 million kWh/year in 1992 to 519 million kWh in 1997, and all technical and economic indicators were significantly improved. Implementing the Party and State's policy of enterprise innovation, in July 2005, the Factory switched to operating under a company model under the name of Ninh Binh Thermal Power Company.
By January 1, 2008, the Company operated under a joint stock mechanism and gradually rearranged its organizational and labor model accordingly. From more than 1,350 officers and employees and 25 units, after equitization, there were 1,018 officers and 14 units; up to now, the number of employees is only nearly 400 people. Despite many difficulties after equitization, the collective of officers and employees always strived for the development of the Company and achieved remarkable results. In the period of 2008-2013, the average electricity output reached 694 million kWh/year, an increase of 18% compared to the average output in the previous 10 years.
To continue to effectively carry out production and business activities, from 2013 to 2023, the Company has replaced 4/4 Turbines, promoted research, and applied scientific and technological advances to production. The Company contributes an average of 36 billion VND/year to the budget, and the average dividend paid to investors is 16% per year. In 2023 alone, the electricity output supplied to the national power system will reach over 404 million kWh; total revenue will reach over 942 billion VND. Over the past 50 years, the Company has provided the Vietnamese power system with a cumulative output of approximately 24 billion kWh of electricity, with an average annual output of 480 million kWh.
In addition to performing the task of electricity production and trading, from 2007-2014, the Company was also assigned the task of Consulting on the management of the Thai Binh Thermal Power Plant Project, with a capacity of 600 MW; training and supplementing human resources for the Thai Binh 1 Thermal Power Plant, Mong Duong Thermal Power Plant (Quang Ninh) and the EVNGENC03 Power Plant Repair Service Company (Power Generation Corporation 3), and supporting the stabilization of production at the Vinh Tan 2 Thermal Power Plant (Binh Thuan) in the early period. Currently, the Company is being assigned by Power Generation Corporation 3 to research and implement the construction of the 300 MW Flexible Power Plant Project in Kim Son district.
On March 4, 2024, the Prime Minister approved the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, including the Flexible Power Plant Project in Ninh Binh Province. The project opens a new era for the transition to green and clean energy, while gradually implementing the roadmap to stop the existing Ninh Binh Thermal Power Plant according to the announcement of the Government Office.
With the motto of developing production and business in parallel with environmental protection, in recent years, the Company has paid special attention to environmental protection. Especially, operating well the existing equipment systems, such as electrostatic dust collection systems for boilers; slag wastewater circulation systems; strengthening the management of waste collection and treatment according to regulations; doing a good job of environmental sanitation, planting trees to create a green-clean-beautiful landscape in the Company. In particular, the Company has actively researched and applied scientific advances and environmental protection initiatives, helping to significantly improve the emission situation of the Factory.
In 2018, the Company completed the installation of an automatic continuous (online) emission monitoring system, with data transmitted directly to the Department of Natural Resources and Environment. In 2020, the electronic board was completed and put into use, providing full automatic emission monitoring data for local people to monitor and supervise, in order to increase publicity and transparency of environmental work in the Company's electricity production. Therefore, the Company is highly appreciated by the authorities, has been awarded the National Environmental Award for many years, and has been granted an Environmental Management System Certificate by DAS Vietnam (representative of DAS UK in Vietnam) according to national standard TCVN ISO 14001:2015.
Along with performing well the production and business tasks, Ninh Binh Thermal Power Joint Stock Company pays special attention to Party building work. Currently, the Company's Party Committee has 179 Party members, who are exemplary members, have a spirit of solidarity, high responsibility, and always complete assigned tasks well. The Company's Party Committee has been recognized for many consecutive years as a typical clean and strong Party Committee. In addition to caring for the material and spiritual life of employees, the Company also performs well in social security work, gratitude, humanitarian and charitable activities such as taking care of Vietnamese Heroic Mothers; supporting the "Gratitude and Social Security" Fund of the province; supporting people affected by natural disasters, storms and floods...
With its achievements, the Company has been awarded many noble prizes by the Party and the State: Second and Third Class Independence Medals; First, Second and Third Class Labor Medals; Third Class Feat Medals, along with many titles and prizes from central and local levels, ministries and branches. Over the past 50 years, through the historical stages of the country's common development associated with the glorious development of the Vietnam Electricity industry and the socio-economic development of the province, generations of cadres and employees of Ninh Binh Thermal Power Joint Stock Company are always proud of their contributions to the cause of "for the beloved Electricity Industry", contributing to the successful implementation of the economic, political and social goals and tasks of the province, building Ninh Binh homeland to become increasingly rich and beautiful.
Although the road ahead is still full of difficulties, the collective of Ninh Binh Thermal Power Joint Stock Company is determined to continue to make efforts, promote the tradition of solidarity, diligence, creativity, overcome all difficulties and challenges, ensure stable production and supply of electricity; stabilize jobs, life for workers and benefits of shareholders; perform well the task of researching and implementing the Flexible Power Plant Project, continue to make more marks in the development process of the Company.
