On the evening of October 21, the Traffic Police Department of Hanoi City Police simultaneously deployed forces in many areas to patrol key routes to inspect and strictly handle violations by drivers of trucks, construction material vehicles, and concrete mixer trucks such as: oversized, overloaded, spilling materials, extending the container, blurred license plates, covering license plates, installing additional horns and lights, running red lights, etc., which not only pose a risk of causing accidents but also affect environmental sanitation and urban aesthetics. The task force kept the process of performing tasks secret, not allowing "decoy" subjects to detect, notify the violating drivers and avoid the checkpoint.
The management area is large, the working groups of Traffic Police Team No. 9 must conduct patrols for a long time, continuously controlling and monitoring the roads and main routes that overloaded vehicles can travel through.
According to the CAND Newspaper reporter and Traffic Police Team No. 9, after the meeting at the unit, Lieutenant Colonel Nguyen Anh Tu (Deputy Team Leader) deployed officers and soldiers into many working groups, including those in secret disguise, to patrol the area. When detecting a vehicle suspected of violating the law, they will notify and coordinate with the public group to stop and handle it according to regulations.
In fact, all drivers and vehicle owners know that overloading is a violation. In recent times, due to the strong inspection and handling by the Traffic Police, the above situation has decreased a lot. However, there are still some vehicle owners who think that the authorities only handle peak times for a few days or only handle them during the day, so they deliberately carry oversized and overloaded vehicles at night, constantly changing the transportation route to avoid the Traffic Police. To prevent and thoroughly handle this situation, the unit will continue to arrange officers to patrol the area and regularly change patrol and control measures to thoroughly handle it.
After 11pm, from information from the disguise team about a "Tiger" moving hastily towards Nhon area (Hanoi), the patrol team quickly turned on the priority lights and approached the vehicle to check. Through a quick on-site inspection, the traffic police determined that the truck had just received goods and was on its way. The driver chose midnight because he thought it was dark and difficult to see, so he could avoid the traffic police. A mobile scale was quickly deployed to check the vehicle's load. Weighing vehicles in violation takes a long time to ensure the most accurate results. According to the driver, he was just an employee, so when the owner of the vehicle assigned him the vehicle to pick up the goods, he did not know how much sand the excavator driver was loading into the bucket and whether it was overloaded or not. Data from the load gauge shows that the truck is overloaded with sand by 10-30%. In addition to weighing the load, the traffic police team also checked for violations regarding the size of the cargo bed and the lack of tarpaulin. Violators were strictly punished, and vehicle owners were required to sign a commitment not to repeat the offense. The working group drew up a record of violations. According to the Traffic Police Department of Hanoi City Police, the work of patrolling, controlling and handling violations has always been of interest to the Board of Directors of the City Police, and has been directed to be implemented resolutely, regularly and continuously. The Traffic Police force focuses on strictly handling acts that are the direct causes of traffic jams and accidents such as: violating regulations on alcohol and drug concentrations; violating vehicle weight, expanding vehicle trunks; not obeying traffic light signals; going in the wrong direction, stopping and parking in violation of regulations, driving homemade vehicles, carrying bulky goods, violating students... thereby contributing to maintaining order, traffic safety and ensuring environmental sanitation and urban beauty in the city. In this campaign, the Hanoi Traffic Police Department mobilized maximum forces and means, promoting the combined strength in prevention, inspection and control work, thereby promptly detecting and strictly handling many violations, contributing to raising awareness of law compliance among traffic participants.
