In his opening speech, Editor-in-Chief of Economic & Urban Newspaper Nguyen Thanh Loi emphasized: The seminar was held at a particularly meaningful time when the 18th Congress of Hanoi Party Committee, term 2025-2030, had just successfully taken place; starting a new development path of a civilized, modern Capital with happy people.

Speaking at the seminar, Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen highly appreciated the initiative of Kinh te & Do thi Newspaper, Tay Ho ward and the city's Center for Communication, Data and Digital Technology in coordinating to organize a seminar with practical significance, promptly spreading the spirit of the 18th City Party Congress and contributing to soon bringing the Resolution into life.

The Vice Chairman of the City People's Committee said that the 18th City Party Congress is an important political event, affirming the determination of the Party Committee, government and people of the Capital in the new era - building and developing a civilized, modern and happy Hanoi, contributing significantly to the successful implementation of the country's development goals by 2030, with a vision to 2045.

With the theme "Promoting the thousand-year-old tradition of civilization and heroism; uniting to build a clean and strong Party organization; pioneering breakthroughs in the new era; developing a civilized, modern and happy capital", the 18th Congress successfully completed the set tasks, at the same time concretizing the requirements and directions directed by General Secretary To Lam.

Notably, the Congress passed a Resolution with 4 groups of targets and 43 specific targets, including: the average GRDP growth rate in the 2026-2030 period will reach 11%/year or more; GRDP per capita will reach 12,000 USD; the proportion of digital economy accounts for 40% of GRDP; Cultural industry accounts for 8% of GRDP; total social investment capital will reach about 5 million billion VND. At the same time, the city identified 3 breakthroughs (in terms of institutions, high-quality human resources, modern and smart infrastructure) and 10 groups of key tasks and solutions for the 2025-2030 period, with a vision to 2045.

In particular, a new point of the 18th Hanoi Party Congress is the issuance of the Action Program right at the Congress; demonstrating the high determination of the City Party Committee in promptly putting the Resolution into life, associated with innovation in thinking, and improving the effectiveness of implementation.

“From the success of the Congress, the city enters the new term with high spirit and determination. The City Party Executive Committee hopes to continue to receive the support and advice of experts, scientists, and press agencies to concretize the goals and solutions set out in the Congress Resolution; to realize the aspiration to build a rich, civilized Hanoi with happy people,” the Vice Chairman of the City People’s Committee emphasized.

During the discussion at the seminar, delegates, experts and scientists clarified major orientations and key solutions to realize the goal of building a civilized, modern, happy and breakthrough developing Hanoi Capital in the new era.

Standing Vice Chairman of the Central Theoretical Council, Professor, Dr. Ta Ngoc Tan emphasized the need to strongly innovate the leadership style in the direction of "creation - service", putting people at the center of all policies. In particular, the leaders of the Capital must dare to think, dare to do, dare to take responsibility, pioneer in applying science - technology, digital transformation in urban management; at the same time, must be truly exemplary in culture, style, and lifestyle to strengthen the people's trust.

From his perspective, former Head of the Prime Minister's Economic Advisory Group, Dr. Nguyen Duc Kien, said: Hanoi needs to have a financial mechanism and a special investment fund to promote digital transformation and innovation, strongly develop high-tech industrial parks; at the same time, consider social housing as a "strategic asset" to attract and retain high-quality human resources.

Former Permanent Vice Chairman of the Central Theoretical Council, Professor, Dr. Phung Huu Phu affirmed that the 18th City Party Congress is a milestone opening a new development period for Hanoi; requiring the city to be a pioneer, make breakthroughs, focus on removing urban "bottlenecks" and improving the quality of life of the people.

Also at the seminar, the opinions of other experts and scientists were unanimous that to achieve the goal of building a modern, civilized, happy and breakthrough capital in the new era, Hanoi needs to promote cultural resources, people and identity as a special endogenous strength, spreading the spirit of innovation, creativity and development aspirations throughout society.
