In Hue City , this morning, October 22, the Huong Dien, Binh Dien and Ta Trach hydroelectric reservoirs in Hue City continued to regulate water downstream to increase flood prevention capacity. The regulation of water from the upstream hydroelectric reservoir combined with rising tides caused many communes and wards in low-lying areas of Hue City such as Dan Dien, Hoa Chau, and Quang Dien to be partially flooded. Many schools in these localities proactively let students stay home to ensure safety.

This morning, the Department of Education and Training of Hue City issued a notice requesting all schools and educational establishments across the city to allow students to stay home from the afternoon of October 22 and October 23 to prevent the effects of storm No.

According to CAND Newspaper reporters in Hue early this morning, Xuan Duong Kindergarten, Quang Phuoc Kindergarten; Quang Phuoc 2 Primary School, Quang An 2 Primary School and Nguyen Huu Dat Secondary School (Quang Dien Commune, Hue City) have temporarily suspended school for nearly 1,300 students.

In Hoa Chau ward, Hue city, 3 kindergartens, 5 primary schools and 2 secondary schools have allowed 2,550 students to stay home due to rising water levels. Many schools in Dan Dien commune have also allowed students to stay home because some inter-village roads are heavily flooded.

Due to the impact of storm No. 12, during the night of October 21 to the morning of October 22, Hue City had moderate to heavy rain, with 165mm of rain at Bach Ma peak; 90mm at Mo Rang ranger station (Phu Loc). It is forecasted that from October 22 to 24, there will be heavy rain on the mainland of Hue City. The total rainfall for the entire period due to the impact of storm No. 12 is generally from 250-500mm, with some places over 600mm.

Due to the influence of strong winds, big waves, high tides, and rising water levels, water from the sea flooded Tam Giang lagoon, causing local flooding in the areas of Hai Duong , Phu Thuan in Thuan An ward, Hue city and the area along the lagoon, Con Toc ferry, Dan Dien commune, Hue city.

In the area along Tam Giang lagoon (Dan Dien commune, Hue city), high tides caused many roads and shops in Tam Giang area to be flooded from 0.5 to 0.8 meters. Mr. Pham Cong Phuoc, Vice Chairman of Dan Dien commune People's Committee, said that the local government has sent forces to check vulnerable points, instructed people to raise their property and closely monitor the storm's developments.

To proactively respond to storm No. 12 and heavy rain, communes and wards in Hue City have made plans to evacuate 10,132 households/32,697 people, focusing on coastal areas, lagoons, low-lying areas, and areas at risk of landslides. Hue City has stockpiled goods for natural disaster, flood, and storm prevention, including 20 tons of rice, 4,000 boxes of instant noodles, dried food, bottled drinking water, and gasoline.
