This is the proposal of leaders of many cultural management units and businesses providing services on digital platforms at the Workshop to collect opinions on the draft Code of Conduct for Culture on Cyberspace organized by the Ministry of Culture, Sports and Tourism (MCST) on October 22 in Hanoi.

Chairing the workshop, Permanent Deputy Minister of Culture, Sports and Tourism Le Hai Binh affirmed that cyberspace is having a huge impact on people's thoughts, feelings and perceptions. Children growing up are affected by cyberspace, the time parents spend talking and communicating with their children is not equal to the time they spend accessing information online. The impacts of cyberspace on people are not only in the present but also in the long term. The future generation of the country is very much related to cyberspace...

Presenting the draft, Deputy Director of the Department of Radio, Television and Electronic Information Nguyen Thi Thanh Huyen said that this is the second draft, completed on the basis of comments from ministries, branches, localities, platforms, service providers, press agencies, and businesses. 59 units have submitted written comments, of which 45 units agreed, 14 units had additional suggestions, mainly focusing on major contents and have been accepted by the Ministry of Culture, Sports and Tourism.

Accordingly, the draft Code of Conduct for Cultural Conduct in Cyberspace includes 3 chapters and 11 articles, aiming to regulate the behavior of individuals and organizations when participating in activities in cyberspace. Subjects of application include: Individuals; agencies, organizations, enterprises; organizations and enterprises providing social network services, digital platforms domestically and internationally; internet service providers; press agencies, radio and television stations, media and advertising companies, and performing arts organizations. Notably, the draft introduces the concept of influencers in cyberspace and the scope of regulation and adds provisions for media and press companies.

According to the Deputy Director of the Department of Radio, Television and Electronic Information, the contents of the Code of Conduct systematize the provisions in relevant legal documents, including the Law on Cyber ​​Security... In addition, the Code of Conduct has recommendations. For press agencies, in addition to fulfilling the responsibility of providing accurate information, verifying information... according to the role and function of the press, the Code of Conduct encourages proactive consideration of cooperation, reporting, and images of celebrities and influential people who violate the provisions of the law or when receiving requests from management agencies. Ministries and branches are responsible for disseminating and monitoring the implementation of the Code of Conduct, reporting annually and coordinating with the Ministry of Culture, Sports and Tourism to propose organizations and individuals to properly implement the cultural codes of conduct in cyberspace.

At the workshop, opinions expressed agreement with the draft, and at the same time had practical and specific suggestions. In particular, the representative of the Ministry of Industry and Trade proposed that for contents that are not clearly regulated in specialized laws, there should be clear regulations in the code of conduct, such as videos in which sellers speak in an uncultured manner, negatively affecting future generations, but they still make them because they sell a lot of goods through them... The representative of the Ministry of Industry and Trade also proposed that there be a tax incentive program or other incentives for units that filter harmful information on the network environment through technical tools.

The Director of the Department of Performing Arts has a number of notable proposals, including the proposal to have regulations and solutions for units, content providers, which can be small channels of large companies, media companies that often have offensive headlines, cause misunderstandings, and negatively impact viewers. Director Nguyen Xuan Bac said that it is very difficult to control if anyone can be an actor, director, editor... like today.

For press agencies, Director Nguyen Xuan Bac suggested that, in addition to properly implementing the Press Law, journalists should avoid subjective orientation. Because information in the press is very important, readers believe that the information published is official information, with the weight of information. If floating information is published by the press, it will reposition the perception of the recipient. If that information is negatively oriented, it also needs to be considered.
