According to the CAND Newspaper's reporter in Nam Tu Liem and Cau Giay districts (Hanoi) on May 9, the working groups of Traffic Police Team No. 6 (Traffic Police Department of Hanoi City Police) handled many cases of motorbike taxi and shipper violations.

For example, a female shipper was transporting a large, bulky load of goods without a helmet and tied a bag to block the license plate. Working with the police, the female shipper said that she saw that the distance she was traveling was quite short so she subjectively did not wear a helmet; and tied the bag behind the vehicle because she wanted to carry more goods.

The violation caused the female shipper driver to receive a relatively heavy fine.
According to Captain Trinh Van Duong, an officer of Traffic Police Team No. 6, the female shipper's violations include: not wearing a helmet, covering the vehicle's license plate, and the fine according to regulations is 5.5 million VND, deducting 6 points from the driver's license. Traffic police will also require the driver to remove the bag covering the license plate and reduce bulky goods.
The above violations were also discovered and handled by the working groups of Traffic Police Team No. 6 against many other motorbike taxi drivers and shippers.

Speaking to CAND Newspaper reporters, Lieutenant Colonel Ta Xuan Hau, an officer of Traffic Police Team No. 1, said that recently, the unit has handled many violations related to vehicle license plates, in which the shipper force accounts for a fairly high proportion. The act of covering up license plates not only hinders the process of handling violations but also poses a potential risk of insecurity in vehicle management and information retrieval when traffic incidents or incidents related to security and order occur.

According to Decree 168/2024/ND-CP (effective from January 1, 2025), drivers of motorbikes, scooters, and electric scooters who cover, blur, or change the license plate content will be fined from 4 to 6 million VND and have 6 points deducted from their driving license.
As one of the cases being handled, male shipper N.D.L. (born in 1997) said that he only thought that sticking a license plate would result in a fine, but he did not expect that transporting goods that covered the license plate would also be handled by the authorities.
