The merger of Dak Lak and Phu Yen into Dak Lak province is expected to create a strong "push", bringing new development space and better exploiting the potential and advantages of each locality.

Contribute to economic restructuring

Dak Lak province (old) belongs to the Central Highlands economic region, has rich natural resources, developed agriculture and forestry. Meanwhile, Phu Yen (old) belongs to the South Central Coast, has strengths in fishing, aquaculture and sea tourism . In many years of implementing development linkages between localities, regions, and areas, the authorities of the Central Highlands and South Central provinces have built and implemented a number of socio-economic development cooperation programs. However, these programs are still heavily administrative. The number of linkage agreements is mainly implemented on a small scale, between enterprises, neighboring localities, covering many fields, lacking key priorities. Therefore, economic linkages through provincial mergers between the two regions are conditions to open up new development opportunities and new driving forces.

This major merger policy contributes to more clearly defining and highlighting the national advantages with a long coastline and vast sea area. The natural conditions and resources of Dak Lak province clearly demonstrate the strategic orientation of sea-oriented development, which is consistently expressed in the country's development policy.

The merger helps expand the regional economic corridor, form multi-sector economic clusters and increase initiative and positivity in economic restructuring. At the same time, the combination of mountain and sea resources helps optimize the development of agriculture, forestry and fishery, better meeting domestic consumption and export needs.

Breakthrough direction for regional connectivity

After the merger, the new Dak Lak province has an area of over 18,096 km2, the third largest in the country; a population of over 3.3 million people, with 102 administrative units. The total regional product (GRDP) of the new Dak Lak province is about 203,959 billion VND. The combined economic scale of the two old localities, with agriculture leading thanks to coffee output (450,000 tons/year), seafood (40,000 tons/year), and rice (300,000 tons/year from Tuy Hoa fields). The processing industry and marine logistics are expected to develop thanks to the Nam Phu Yen economic zone and Vung Ro port. FDI reaches 527.64 million USD (2024), focusing on renewable energy and industry.

The planning for the development of the seaport system includes Bai Goc port (about 220 hectares) to serve the needs of forming and developing Hoa Tam industrial park, oil refinery, metallurgy and energy industry complex; Vung Ro port to serve the socio-economic development of the province. In addition, there are fishing ports to support the development of seafood catching, accommodating ships with capacity from 600-1,000 CV; and tourist ports.

After the merger, the new province will have more favorable conditions for strong development in maritime transport, logistics through ports, exploitation of marine resources, and development of renewable energy industries such as wind, solar, and hydropower. The ability to connect trade through the seaport system and mountain roads will also help boost the domestic and international economy. In addition, with a province that has both mountains and sea, the advantage of diversity in natural resources and landscapes is very clear. This can further promote the development of service, tourism, and travel industries.

With a strategic vision, joint efforts, and contributions from the entire political system and the support of all classes of people to create breakthrough developments, from connecting the plateau with the sea, forming an agricultural - logistics - industrial value chain, to repositioning the regional position - this could be a turning point for Dak Lak province to rise strongly.
