The rickety houses, tattered thatched roofs and the dream of a place to "protect from the sun and rain" have haunted the lives of the poor for many years. But it is the Program to eliminate temporary and dilapidated houses that has made the dreams of the poor come true. Ms. Dang Thi Dep, residing in Binh Danh A hamlet, An Thanh 2 commune, Cu Lao Dung district, looked happily at her two children studying in a spacious house and said: "I never thought in my dreams that I would have a new house like this. In 2021, my husband died due to the Covid-19 pandemic, and I raised two children alone by working for hire. My mother built a temporary thatched house for me to have a place to protect me from the sun and rain. I don't have enough money to eat, so how can I build a solid house?"

Sitting next to her daughter and granddaughter, the 85-year-old woman was filled with tears: “I am so happy! Seeing my daughter in poverty, her husband passed away, raising two small children alone, I feel so sorry for her, but I am too old to afford to provide her with a decent house to live in like other people. Now that my daughter has received housing support, I am so happy I cannot describe it,” said Le Thi Den, moved and speechless.

Housing is a basic, essential need of every human being; it is the fundamental factor to ensure a stable life and an important condition for people to feel secure in working, producing, and developing the economy . Mr. Le Van Ho, residing in An Phu hamlet, An Thanh Tay commune, Cu Lao Dung district, is a war invalid, with difficult economic conditions and a dilapidated house, with no money to repair it. When the government considered supporting 30 million VND to repair his house under the Program to eliminate temporary and dilapidated houses, Mr. Ho was extremely happy: “My house has been supported to be repaired relatively stably, my family has a safe place to rest. Thank you to the Party, the State, and the local government, I will preserve, renovate, and repair this house to live in for a long time. In order to not disappoint the above concern, I will further promote the tradition of Uncle Ho's soldiers, actively participate in local movements, build new rural areas, and cultural families. I will raise my children and grandchildren to be good people, useful to society and stay away from social evils…”.

Breakthrough with high determination, great effort

Identifying the completion of the elimination of temporary and dilapidated houses this time is a particularly important political task, only discussed and must be completed according to the set schedule to celebrate major holidays in 2025 and compete to achieve achievements to welcome party congresses at all levels. The Party Committee and government of Cu Lao Dung thoroughly grasp the motto "The Party leads, the State manages, the Fatherland Front and mass organizations support, the people are the masters"; promoting the spirit of "mutual love and affection", great national unity, mobilizing the entire political system to participate.

According to comrade Tran Trung Ngoan - Chairman of the People's Committee of Dai An 1 Commune, Cu Lao Dung District, in implementing the Program to eliminate temporary and dilapidated houses, the locality focused on reviewing and accurately determining the number and subjects in need of support to ensure publicity, transparency, no duplication, no omissions, and to ensure that there is no exploitation, profiteering, negativity, or waste. In addition to the state budget support, contributions from the business community, philanthropists, and the participation of the people themselves, the members, union members, and youth also participate in supporting the transportation of materials and construction, in order to reduce costs and speed up progress. Importantly, it is necessary to ensure the quality of housing according to the "3 hard" standards (hard foundation, hard wall frame, hard roof) so that each house is a sustainable "home" for the people. At the same time, take advantage of available materials to ensure the sustainability of the house, avoiding the recurrence of temporary housing in the future.

It can be seen that the movement to eliminate temporary and dilapidated houses has a wide influence. The elimination of temporary and dilapidated houses is not only a story about new houses but also a lesson about solidarity and community strength. Many organizations and individuals do not hesitate to contribute their efforts and money. Local Party committees and authorities also play a leading role in mobilizing people to voluntarily participate in the movement.

Comrade Tran Van Nguyen - Chairman of the District People's Committee, Deputy Head of the Standing Committee of the Steering Committee for the elimination of temporary and dilapidated houses in Cu Lao Dung district said that, on the basis of receiving, thoroughly grasping and implementing the directives of the superiors, the Steering Committee for the elimination of temporary and dilapidated houses in Cu Lao Dung district has coordinated with the departments, branches and mass organizations of the district to advise on the issuance of decisions, directives and instructions to the steering committees of communes and towns for implementation. At the same time, mobilize and allocate resources from national target programs for socio-economic development in ethnic minority areas and other social resources to effectively support the elimination of temporary and dilapidated houses in the district.

Through the synthesis of the initial screening results, the total number of households in need of housing support in the district is 364 (231 new houses, 133 repaired houses). However, during the construction process, some households did not receive support, some households did not have land to build, and some households were left out. The District Steering Committee directed the communes and towns in the district to review, and through the synthesis, the whole district has 382 households in need of support to remove temporary and dilapidated houses (239 new houses, 143 houses repaired), with a total funding need of over 18.6 billion VND. Currently, the district has started construction and completed 382 houses, reaching 100% of the plan; compared to the target assigned by the province, it exceeded 4.94% (382/364 houses) and was completed 2 months ahead of schedule.

The Standing Committee of the District Party Committee has focused on leading and directing resolutely, closely and comprehensively; thoroughly disseminating the content of the Steering Committee's plan in implementing the elimination of temporary and dilapidated houses in the district to the branches, affiliated Party Committees, the Fatherland Front and socio-political organizations, agencies and units in the district. From there, it has organized research, dissemination and dissemination to all cadres, Party members and people; focused on directing the implementation resolutely, continuously grasping the implementation situation, promptly resolving issues arising during the implementation process...

The District People's Committee directs specialized departments, offices, and People's Committees of communes and towns to closely review and synthesize support needs; monitor, inspect, supervise the implementation process and report the results and progress of implementation to the District Steering Committee to promptly direct the removal of difficulties and obstacles. The approval of the list of households receiving support for the removal of temporary and dilapidated houses in the area must be timely and targeted; a specific roadmap must be developed to implement this program in the area according to the direction of superiors in accordance with the actual conditions of the locality. Proactively mobilize resources and allocate funds to support the removal of temporary and dilapidated houses; pay attention to the inspection and supervision of the organization and implementation of support for the removal of temporary and dilapidated houses in the area; strictly implement the information and reporting regime as required. Thanks to that, the Program to eliminate temporary and dilapidated houses in Cu Lao Dung was implemented "at lightning speed" and achieved "substantial" results. However, the journey to eliminate temporary and dilapidated houses still faces many challenges, but the initial achievements are a testament to the will and determination of the entire political system and the compassion of the community of the "pearl island".

The emulation to eliminate temporary and dilapidated houses is a special political task, a major policy with important and deeply humane significance of our Party and State, contributing to bringing the country into a new era. It is not only this year, but for a long time our Party and State have always paid attention to building houses for people with revolutionary contributions, poor households, near-poor households, and households in especially difficult circumstances. In particular, the Program to eliminate temporary and dilapidated houses has become a comprehensive movement, considered a bright spot in sustainable poverty reduction and Cu Lao Dung is a bright spot of Soc Trang province in this program.
