According to the synthesis of the Department of Home Affairs of Hai Duong , by the afternoon of April 24, most districts, towns and cities in the province had completed collecting voters' opinions on the plan to name commune-level administrative units after the rearrangement.

In Hai Duong city, Chi Linh city, Kinh Mon town and Binh Giang, Cam Giang, Gia Loc, Nam Sach, Ninh Giang, Thanh Mien districts, the voter approval rate was over 99%.

In Hai Duong City, implementing the direction of the Provincial Party Committee Standing Committee, Hai Duong City organized to collect voters' opinions on adjusting the plan to name Quang Trung Ward (a ward merged from Nhi Chau, Ngoc Chau, Quang Trung, Tran Hung Dao Wards) into Hai Duong Ward. 100% of voters' representatives of the 4 wards agreed with the name Hai Duong Ward.

During the day, Nam Sach, Cam Giang districts, Chi Linh city, and Kinh Mon town completed organizing the People's Council meetings at the commune and district levels to consider and issue resolutions approving the policy of merging Hai Duong province and Hai Phong city; and rearranging administrative units at the commune level. As a result, 100% of the People's Council delegates present at the meetings in the three localities voted to approve the resolutions.

Other localities in the province are urgently completing the collection of voters' opinions. It is expected that these places will complete organizing the meetings of the People's Councils at the commune and district levels on April 25.

Previously, the Standing Committee of the Provincial Party Committee and the Standing Committee of the Hai Duong Provincial Party Committee directed and gave opinions on the research, selection and proposal of names for commune-level administrative units after the arrangement, associated with long-standing place names and typical celebrities, in accordance with the traditional, historical and cultural factors of the locality and received the people's approval.
