In 2023, the Vietnam Administration of Seas and Islands coordinated with the Coast Guard Command to sign the Plan and fully implement the implementation content to ensure the content requirements according to the Coordination Regulation No. 8403. In addition, the implementation process has improved the effectiveness of coordination in building and implementing laws on integrated resource management and resource control activities, protecting the marine and island environment between the two units.

The standing agencies of the two units have actively urged their subordinate units to thoroughly grasp and effectively implement coordination tasks; strictly maintain the regime of exchanging information, reporting, and regular and ad hoc notifications; regularly exchange expertise and skills; ensure state secrets; promptly resolve difficulties and problems to prevent complicated problems from occurring...

Specifically, from the beginning of 2023, the leaders of the Vietnam Sea and Islands Administration and the Head of the Coast Guard Command have thoroughly implemented Regulation 8403, agreed on viewpoints and methods of implementation, and directed affiliated units to develop plans and organize implementation. On July 17, 2023, the Vietnam Sea and Islands Administration and the Coast Guard Command signed Coordination Plan No. 7160/KH-CSB-CBHĐVN with the main coordination contents in the work: Consulting on drafting documents; Exchange, receive and share information; Coordinate patrols, inspections and controls; Coordinate in professional activities related to integrated management of resources, protection of the marine environment and response to and remediation of marine environmental incidents; Coordinate in professional training and international cooperation; Coordinate in propaganda, dissemination andeducation of laws.

Accordingly, regarding the coordination in drafting legal documents, in 2023, the two sides continued to closely coordinate in drafting and perfecting legal documents on protecting sovereignty over seas and islands; comprehensive management of resources and protection of the marine and island environment. Specifically, officials with appropriate expertise and capacity were assigned to participate in the Drafting Team and the Editorial Team to draft documents and provide comments on draft legal documents such as: Strategy for exploitation and sustainable use of resources, protection of the marine and island environment until 2030, with a vision to 2045; development of the National Marine Spatial Plan and the task of formulating the Master Plan for exploitation and sustainable use of coastal resources for the period 2021-2030, with a vision to 2045; Assessment of the implementation of policies and laws on comprehensive management of resources, protection of the marine and island environment; Draft Decree regulating mortgage, lease, capital contribution, transfer of rights to use sea areas for aquaculture; compensation when the State reclaims sea areas assigned for aquaculture for public, defense and security purposes; comments on Circular guiding investigation, assessment, determination of damage and preparation of compensation records for environmental damage caused by oil spills in Vietnam's seas.

Regarding coordination in patrolling, inspecting, controlling and preventing violations of the law on marine and island resources and environment, the implementation of the 2023 Coordination Plan has helped the Commands of Coast Guard Regions 3 and 4, the Departments of Natural Resources and Environment of Ba Ria - Vung Tau and Kien Giang provinces to further enhance coordination between central and local agencies; further strengthen the management, inspection, control and handling of violations of marine and island resources and environment.

The Vietnam Administration of Seas and Islands said that in 2024, the Administration will continue to complete and submit to the Ministry of Natural Resources and Environment and the Government to issue a Decree amending and supplementing Decree No. 11/2021/ND-CP and Decree No. 40/2016/ND-CP. Summarize and evaluate the implementation of the Law on marine and island resources and environment; propose competent authorities to allow amendments, supplements and completion of legal documents in the field of marine and island resources and environment.

In addition, continue to coordinate with the Coast Guard Command to develop an implementation plan in 2024 to ensure goals, requirements and practical situations. This must include coordination in patrolling, inspecting, controlling and handling administrative violations of resources and environment at sea.

Strengthen coordination in propaganda, dissemination, and education to raise legal awareness on marine and island environmental protection, and share information on state management of marine and island resources and environment with relevant organizations and individuals.

In addition, develop and propose research on methods, means, and specialized equipment necessary to determine the behavior and level of violations of organizations and individuals at sea to ensure strict enforcement of laws on marine resources and environment.
