The Civil Aviation Authority of Vietnam has just reported to the Ministry of Construction about the survey of design and manufacturing standards for China's COMAC C909 aircraft and the process for operating this aircraft in Vietnam.
Chinese aircraft design and manufacturing regulations are equivalent to those of the US.
According to the report, the survey found that China's safety regulatory system is similar to that of the US Federal Aviation Administration (FAA). China's regulations related to aircraft design and manufacturing are also equivalent to the FAA's system of regulations and standards.
To ensure compliance with certification standards, the C909 has completed 3,418 compliance reports, 300 aircraft ground inspections and tests, completed 2,942 flights with 5,257 test flight hours…
To put COMAC aircraft into operation in Vietnam, the Civil Aviation Authority proposed that the Ministry of Construction amend a number of articles of Decree No. 92/2016/ND-CP on conditional business lines in the field of civil aviation and a number of articles of Circular No. 01/2011/TT-BGTVT of the Minister of Transport promulgating the civil aviation safety regulations in the field of aircraft and aircraft operations in the direction of recognizing China's airworthiness certification standards as the basis for importing aircraft into Vietnam.
After ensuring the legal regulations on recognition of airworthiness certification standards, the Civil Aviation Authority of Vietnam will implement the next process so that Vietnamese airlines can operate COMAC aircraft under the form of wet lease (leasing both aircraft and flight crew) or dry lease (leasing only aircraft).
In addition, the Civil Aviation Authority of Vietnam conducts safety inspection and supervision work, exchanges and agrees with the Civil Aviation Administration of China on responsibilities and transfers safety supervision responsibilities when necessary for wet-lease aircraft.
Only 1 foreign airline operates COMAC C909 aircraft
According to the Civil Aviation Authority, the ARJ21 (C909) is a short- to medium-range passenger jet aircraft, with a capacity of 78 to 95 passengers and a range of about 1,200 to 2,000 nautical miles. The fuselage length is 33.46m, the wingspan is 27.29m, and the height is 8.44m. The cruise speed is about 825km/h, and the maximum ceiling is 12,200m.
The main equipment installed on the aircraft includes two GE CF34-10A engines from General Electric (USA), Landing gear from Liebherr Aerospace (France), auxiliary power unit (APU) from Hamilton Sunstrand (USA), Flight control equipment from Honeywell (USA), and electrical and electronic system equipment from Rockwell Collins (USA).
Among the 22 major original equipment manufacturers (OEMs), there are three Chinese manufacturers (accounting for 13.6%).
As of January 5, 2025, 160 C909 aircraft have been supplied to 12 airlines , including 11 Chinese airlines and 1 Indonesian airline; carrying more than 19.16 million passengers on a total of 633 routes to 158 cities, 181 airports with accumulated flight hours of more than 550,000 flight hours and more than 330,000 takeoffs and landings.
According to COMAC's report, there have been no serious accidents or incidents with the C909 since it entered service. In 2024, the average daily flight time of the C909 will be about 5.2 hours with a reliability rate of more than 99%.
