Bright spot in difficulty

After one month of officially operating the two-level local government model, in the context of many difficulties and challenges: Administrative reform work is not uniform; education quality in remote areas is still difficult; heavy rains and epidemics affect production; disbursement progress of public investment capital and national target programs is still slow; many off-budget projects are slow to be implemented... The Provincial People's Committee has focused on directing resolutely, unifiedly, quickly stabilizing, the administrative apparatus at all levels basically operates stably, operates smoothly, ensures service to the people and businesses, and maintains stable growth momentum.

The socio -economic situation in July recorded some bright spots such as: Industrial production value in July is estimated at VND 2,874.5 billion (up 16.8% over the same period); attracting over 321,000 visitors, the cumulative number of visitors in 7 months reached 2.35 million (326,200 international visitors), reaching 65.2% of the plan; activities at Thanh Thuy International Border Gate took place smoothly, the volume of goods cleared in July increased by 122%, the cumulative number of 7 months increased by 96.1% over the same period, the total import and export turnover in 7 months reached 611.9 million USD, exceeding 122.3% of the plan; State budget revenue in July 2025 is estimated at VND 521.5 billion, the cumulative number of 7 months reached over VND 3,956 billion, equal to 64.8% of the plan assigned by the Central Government; Social order crimes decreased by 44%, economic crimes, drugs, and transportation of prohibited goods decreased by 66.7% compared to the previous month...

Administrative reform, digital transformation, and improvement of the investment and business environment were promoted. Policies on social security, education, health, labor - employment, poverty reduction, and gratitude to those with meritorious services were fully and effectively implemented. The plan to eliminate temporary and dilapidated houses reached 100% of the houses that had to start construction. Political security and social order and safety were maintained, with no hot spots arising.

Aiming for 8.61% growth target

In 2025, our province strives for a gross regional domestic product (GRDP) increase of 8.61% compared to the previous year. To achieve the above target, the Provincial People's Committee has identified a number of key tasks to focus on directing implementation in August and the last months of the year, such as: Accelerating the disbursement of public investment capital in 2025 and national target programs; directing the effective implementation of budget revenue and expenditure tasks and completing the revenue estimate for 2025; ensuring resources for salary payment, social security, working conditions, and means for cadres, civil servants, and public employees after the administrative unit arrangement; drastically implementing measures to prevent and control African swine fever; proactively responding to natural disasters; guiding and supporting people and businesses to resolve administrative procedures arising from the administrative unit arrangement; proactively preparing conditions for the new school year 2025 - 2026; Carefully organize activities to celebrate the 80th anniversary of the August Revolution, National Day September 2 and the Tan Trao National Congress...

Speaking at the meeting, Chairman of the Provincial People's Committee Phan Huy Ngoc shared the difficulties of the communes after the merger, and at the same time hoped that the communes and wards would proactively overcome problems within their authority and capacity, and promptly report to the province any problems arising at the grassroots level so that departments and branches could promptly direct them to resolve them.

He requested to urgently resolve the shortage of staff in communes and wards; strengthen professional training for commune and ward officials; step up guidance for communes to exploit and utilize AI virtual assistant infrastructure; synthesize investment needs for construction, repair of infrastructure, and equipment of communes and report to the province for support policies; communes and wards proactively prevent and respond to extreme weather conditions and natural disasters, minimizing the impact and damage caused by natural disasters; strengthen measures to control African swine fever, strictly handle profiteering subjects, causing disease spread and environmental pollution; pay attention to public reception and petition handling.

Continue to advise on thoroughly handling problems in site clearance and construction material prices for key projects; develop land prices to attract investment in non-budget projects.

The meeting spent time reviewing and commenting on the draft Plan for implementing the economic growth scenario for the third quarter, 9 months and 2025; the draft Decision on assigning socio-economic development plan targets for 2025; the expected detailed allocation plan for the medium-term public investment plan from the state budget for the period 2026 - 2030; the draft submission of the Provincial People's Committee to the Standing Committee of the Provincial People's Council for the policy of building a Resolution on collecting entrance fees to the UNESCO Global Geopark Dong Van Stone Plateau.
