Launching the National Cyber ​​Security Operating System: Digital shield to protect the country

On the afternoon of August 5, the Ministry of Public Security solemnly held the first Vietnam Cyber ​​Security Day Celebration with the theme: "Cyber ​​security imprints and orientation in the era of national growth".

The event not only aims to raise awareness among people and society as a whole about the role and significance of cyber security, but is also an opportunity to look back at achievements and set strategic directions for the future.

On September 20, 2024, Prime Minister Pham Minh Chinh issued Decision No. 1013/QD-TTg officially taking August 6 every year as Vietnam Cyber ​​Security Day, creating an important milestone, affirming the strategic vision of the Party and State on protecting national sovereignty in cyberspace.

This is also an opportunity for the Ministry of Public Security, with the core being the cyber security and high-tech crime prevention and control forces, to be determined to speed up the implementation of tasks in Resolution No. 30-NQ/TW on the National Cyber ​​Security Strategy.

Resolution No. 12-NQ/TW on promoting the building of a truly clean, strong, disciplined, elite, and modern People's Public Security force to meet the requirements and tasks in the new situation and Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation, and national digital transformation.

Thereby, consolidating and promoting the role and potential of the national cyber security and high-tech crime prevention and control force system, continuing to build a solid people's security posture in cyberspace.

Vietnam's cybersecurity challenges

Vietnam is entering a new era with digital transformation as one of seven strategic orientations to help the country develop.

Digital transformation is not only the application of technology but also the process of forming an advanced "digital production method", in which data becomes an important resource and means of production.

However, this process also poses great challenges. Cyber ​​attacks are becoming more dangerous and sophisticated.

From 2024 to now, there have been more than 42 million cyber attack warnings and 420,000 malware warnings targeting Vietnam's information systems.

Hacker groups have shown alarming flexibility, closely following political, economic and social developments to adjust their attack methods and tactics.

In particular, they tend to target businesses that specialize in providing information technology solutions to government agencies, thereby creating a springboard for expanded attacks.

Besides, the dissemination of fake news, false information and high-tech crimes, especially fraud and property appropriation, also cause many headaches in society.

Building a safe future

Faced with these challenges, at the event, the Ministry of Public Security launched the National Cyber ​​Security Operations System.

This is a breakthrough initiative, researched, developed and completely mastered by the National Cyber ​​Security Center.

This is considered a "shield" to protect national security in the context of an increasingly digital world.

The system is built on the practical basis of the complex cybersecurity situation and the inevitable interconnection between information systems in the digital transformation process with many outstanding features and a clear implementation roadmap.

According to the plan, the system will be deployed at 34 provincial and municipal police units from July 1, expanded to ministries, branches and owners of key information systems on August 6 and continue to businesses and service providers in the 2025-2026 period.

In the future, the system will integrate analysis and decision-making features using artificial intelligence (AI) to predict and respond to cyber attacks earlier.

Simultaneously integrate with other platforms such as malware and intelligence repositories, and expand incident response channels from email, mobile apps to API integration (software components that automatically update data between clients and servers).

Building a strong cybersecurity ecosystem

Looking back over the past year, cybersecurity work has achieved many strategic milestones.

Vietnam has completed a step of leadership and direction mechanism from central to local levels. Notably, the state management of cyber security is unified on the basis of merging the functions and tasks of ensuring network information security and cyber security between the Ministry of Science and Technology and the Ministry of Public Security.

Legally, the National Assembly has passed the Law on Personal Data Protection, and the National Assembly Standing Committee has agreed to include the amended and supplemented Law on Cyber ​​Security in the 2025 Law and Ordinance Development Program.

In particular, the United Nations General Assembly's adoption of the Convention against Cybercrime and the decision to host Vietnam as the host country for the signing ceremony of the Hanoi Convention is a source of great pride, affirming Vietnam's prestige and role in building global digital governance frameworks.

The people's security posture in cyberspace is also gradually taking shape. Propaganda programs to raise public awareness have been deployed synchronously and effectively.

The Ministry of Public Security has also established the National Cyber ​​Security Incident Response and Remediation Alliance, and an alliance of social media influencers (KOLs, KOCs) is also being gathered to fight against misinformation and spread digital safety skills.

In the future, Vietnam will continue to improve policies and laws on cyber security, firmly protect key information systems and enhance its capacity to autonomously respond to incidents and prevent cybercrime.

Building a strong "Make in Vietnam" cybersecurity ecosystem is also a strategic goal, with close cooperation between businesses, research institutes, schools and state agencies.

Ultimately, Vietnam will integrate more deeply and proactively lead in the region, gradually becoming a center for knowledge and technology transfer on cybersecurity.
