Proposal to digitize social insurance for police force, pay pensions via VNeID

The specialized agency of the Ministry of Public Security is proposing to issue electronic social insurance books to officers and soldiers in this industry and pay pensions and allowances via VNeID.

The Department of Organization and Personnel (Ministry of Public Security) is submitting to the Minister of Public Security a circular regulating the issuance and management of social insurance books in the People's Public Security.

Electronic social insurance book has the same value as paper book

Subjects of application include officers, non-commissioned officers, conscripts, students, police workers and employees working under various types of contracts in the police force.

Employers participating in compulsory social insurance include units under the Ministry of Public Security, public security of provinces and cities, and enterprises and public service units in this sector.

According to the drafting agency, the electronic social insurance book will have the same information and legal value as a paper book but will be managed on an electronic identification account and issued no later than January 1, 2026.

The electronic book contains basic information such as full name, social security number, date of birth and total time participating in social insurance and unemployment insurance.

Social insurance number is the personal identification number of officers and soldiers issued according to regulations.

The Ministry of Public Security and the Ministry of Finance will develop regulations on connecting and sharing social insurance, health insurance, and unemployment insurance information that is not a state secret and is managed by the police.

Previously, the Social Insurance Department issued an official dispatch on using personal identification numbers and citizen identification cards to replace social insurance and health insurance codes from August 1, 2025, and completing the conversion in the first quarter of 2026.

The police sector is also upgrading the information technology system of the People's Public Security Social Insurance, including issuing social insurance books, electronic health insurance cards and connecting and communicating with the National Population Database.

The reception and processing of procedures are notified via automatic text messages by MobiFone Telecommunications Corporation. The Circular also proposes regulations that officers and soldiers are responsible for installing the application to track electronic social insurance book information on the national identification application VNeID.

Proposal to pay pension via VNeID

According to Vietnam Social Security, the Ministry of Public Security is proposing to add regulations on online payments such as pensions, insurance or other social security support via social security accounts on the VNeID application.

It is expected that the "social security account" function on VNeID will be a collection of information of agencies, organizations, individuals along with bank accounts, e-wallets, telecommunication wallets and other forms of payment. This account will be used to transfer payments for support, retirement, social insurance, etc.

The social insurance agency stated that responsible agencies and organizations will transfer pensions, social insurance benefits or support packages from the budget via VNeID, which requires connection to the electronic identification and authentication system.

There are currently more than 3.4 million people receiving monthly pensions and social insurance benefits.
