New life in the planned nuclear power plant area

After 14 years of being suspended due to the nuclear power project, more than a thousand households in Ninh Thuan are happy to be free to do business and build houses on their homeland.

One month after the Ninh Thuan Provincial People's Committee announced the cancellation of the reclamation of 820 hectares of land in the planning area of nuclear power plants 1 and 2, people living in the project area began to start plans to do business and build houses after many years of these benefits being "suspended".

Mr. Nguyen Van Luan, 54 years old, in Vinh Truong village, Phuoc Dinh commune, is preparing the shrimp pond to raise a new batch. The shrimp farming tools are gathered in 5 ponds (each pond is 1,000 m2) and have been cleaned. This farmer said that his family has 8,000 m2 of coastal land suitable for shrimp farming. However, since the plan to build a factory was approved in 2009, he has not been able to get a land use right certificate. Due to planning issues, his family has only been raising shrimp in a small area (three ponds), because they do not know when they will have to move.

"Now I have decided to double the area of my shrimp pond because the government has returned my land use rights," said Mr. Luan, adding that when he is granted a red book, he can borrow low-interest bank loans to continue investing in production.

The Ninh Thuan nuclear power project consists of two plants with a total capacity of 4,000 MW, approved by the National Assembly in 2009. Plant 1 is planned in Vinh Truong village (Phuoc Dinh commune, Thuan Nam district) with an area of 440 hectares (250 households with about 1,000 people affected). Plant 2 is about 35 km from Plant 1, planned to be built in Thai An village (Vinh Hai commune, Ninh Hai district) with an area of 380 hectares (823 households with more than 2,800 people affected).

In 2010 and 2015, the Ninh Thuan Provincial People's Committee issued notices to reclaim land in Phuoc Dinh and Vinh Hai communes to build these two factories. After several delays in starting construction, at the end of 2016, the National Assembly issued a resolution to temporarily suspend the project investment policy. However, it was not until mid-July this year that Ninh Thuan Province decided to cancel the land reclamation.

In recent days, Mr. Nguyen Quang Trung in Thai An village has poured construction materials and hired workers to build a new 50 square meter house next to his old, dilapidated and damp house. His family has 5 members, his children are grown up, and need a larger living space. However, because the land is in a planning area, he is not allowed to expand or build new. "Now that the land use rights have been returned, he is allowed to build a new house, and has a stable place to live, my family is very happy," said Mr. Trung.

Sharing the same sentiment, Mr. Nguyen Trung Ky, 66 years old, in the same Thai An village, said that he was "so happy that he could not express it in words" because the "suspended" planning had been removed. His family has more than 5,000 m2 of land, of which 3,000 m2 had a red book before, the rest had not been issued due to the nuclear power planning. Following the instructions of the local government, he recently went to the commune People's Committee to re-declare the area of his family's land and was given specific instructions on the procedures to be issued a book.

According to Mr. Ky, Thai An is a land with a strong grape growing industry. In the past, although the land was still cultivated, because people did not know when it would be cleared, they did not dare to make large investments. Now, with the cancellation of land acquisition, he and the people in the area can confidently plan for the future. "When I have the red book, I will invest more to grow 5,000 m2 of large-scale grapes with a systematic irrigation system, hoping to bring in a decent income to enjoy in my old age," said Mr. Ky.

According to the leader of Vinh Hai commune, the cancellation of land acquisition for the nuclear power project has created conditions for the locality to implement the 2021-2030 land use plan. This is also the basis for implementing essential infrastructure investment projects in the area, meeting the requirements of socio -economic development and stabilizing people's lives.

After receiving the announcement from the People's Committee of Ninh Thuan province, the local authorities of the planning area informed households and guided them to carry out administrative procedures related to land such as: land declaration, land registration, issuance of certificates of land use rights, house ownership rights and assets attached to land...

Mr. Phan Tan Canh, Vice Chairman of Ninh Thuan Provincial People's Committee, said that although the project investment policy has been stopped, the plan to build a nuclear power plant in the locality has not been abandoned. Therefore, the provincial government has repeatedly worked with and made recommendations to the National Assembly and the Government to resolve the issue.

According to regulations, after three years of not reclaiming land, the locality must adjust and cancel the reclamation of the area recorded in the land use plan. However, because this is a national key project, it is necessary to consult with central ministries and branches, so the time is longer.

"The cancellation of land acquisition is necessary and appropriate to the actual situation and ensures a legal basis," Mr. Canh said, adding that for now, people in the project area will have their land use rights returned. The Prime Minister has assigned the Ministry of Industry and Trade and relevant units to consider and resolve the remaining issues to ensure the rights of affected people.

The leader of Ninh Thuan Provincial People's Committee also said that the locality has proposed the Prime Minister to resolve the old planning solution so that the province has a basis to approve the project to stabilize production and people's lives in the previously planned area; at the same time, invest in infrastructure, convert land and support urgent needs of people in the project area.
