Director of the Hanoi Department of Culture and Sports, Do Dinh Hong, delivered a speech at the program.

According to Mr. Do Dinh Hong, the organization of this year's competition has been meticulously and systematically implemented, from planning to issuing competition rules; from establishing criteria to organizing the judging of entries. A highlight of this year's competition compared to previous years is that the organizing committee combined two forms of competition: a group competition (promoting and introducing books) and an individual competition (Reading Culture Ambassador).

In the team competition, contestants select and present books about Hanoi – the City for Peace and the Creative City; about the culture, people, history, landmarks, and revolutionary traditions of the heroic capital. For the individual competition, contestants submit entries in the form of written articles, video clips, or artwork, with innovative and engaging presentations and public speaking on stage.

Previously, over two days (August 15th and 16th, 2024), the Organizing Committee judged the preliminary round of the competition. Following the preliminary round, the Organizing Committee selected 6 outstanding individuals and 6 outstanding teams to compete in the final round.
