Among the veterans supported by the Hanoi Police to attend the Commemoration Ceremony was Mr. Le Binh (born in 1927, currently residing in Hoang Liet Ward, Hanoi) - one of the "living witnesses" of history. After participating in the August 1945 uprising in his hometown of Thanh Chuong, Nghe An (now Bich Hao Commune, Nghe An Province), Mr. Le Binh continued to fight in Upper Laos and the Dien Bien Phu campaign in 1954. In October 1954, Mr. Le Binh was honored to be in the victorious army returning to participate in the takeover of the Capital.

He then became an officer of the Guard Command, tasked with protecting Uncle Ho. With his achievements and feats, Mr. Le Binh was honored to receive the Third Class Glorious Soldier Medal (1963), the First Class Victory Medal (1958), the First Class Resistance Medal (1985) and many other awards. Despite his old age and the difficulty of traveling, Mr. Le Binh always cherished the hope of attending the A80 Anniversary Ceremony. For him, this was not only an honor and pride but also an opportunity to witness the changes of the country after 80 years.

After directly visiting, presenting gifts, understanding Mr. Le Binh's thoughts and wishes as well as reviewing the conditions, Hanoi City Police coordinated with relevant departments, branches and units to arrange a plan to support Mr. Le Binh to attend the Anniversary Ceremony at Ba Dinh Square on September 2. Along with arranging accommodation and transportation, the City Police assigned medical staff to regularly monitor Mr. Le Binh's health, ensuring absolute safety during the event.

As for veteran Phan Van Minh, born in 1958, a Cor ethnic (Quang Ngai province), this was his first time in Hanoi. In a conversation with the Hanoi City Police, he said that his family worked in forestry and his economic conditions were not abundant, but with the desire to directly attend the "national festival", he set out for Hanoi. Upon arriving in the capital, Mr. Minh's initial plan was to "sleep anywhere", but through the connections of volunteers, he was invited to a free room for veterans. After understanding Mr. Phan Van Minh's situation and conditions, the Hanoi City Police contacted and arranged accommodation at the City Police Guest House and coordinated with relevant agencies so that Mr. Minh could fully attend the A80 Anniversary Ceremony. Colonel Nguyen Tien Dat, Deputy Director of the Hanoi City Police, directly met, talked and encouraged Mr. Phan Van Minh.

Sharing their feelings and thoughts, both Mr. Le Binh and Mr. Phan Van Minh expressed their deep gratitude to the Party Committee, the Board of Directors and the officers and soldiers of the Capital Police for their timely support and creating the most favorable conditions for the opportunity to attend this special event of the country. It was not only an honor to directly witness the great moment of the nation but also a great spiritual encouragement, helping the previous generation feel the care and respect of the Party, the State and the Police force for their contributions and sacrifices.

Hanoi City Police determined that the A80 Anniversary is not only an important political event of the country but also an opportunity to spread the tradition of "remembering the source of water when drinking" and "repaying gratitude". Therefore, along with mobilizing maximum forces and means to ensure absolute safety for the anniversary activities, Hanoi City Police also strived to do a good job of mass mobilization, closely connecting with the people. These practical and meaningful actions have left a deep impression, demonstrating the gratitude, affection and responsibility of the Capital Police force towards previous generations, while spreading the beautiful and humane images of the City Police.
