(HNMO) - Tomorrow (April 19) is the deadline for the Department of Telecommunications ( Ministry of Information and Communications ) to receive applications to select qualified enterprises to participate in the radio frequency auction for the 2,300-2,400 MHz band. Information by the end of April 18, 2 network operators have submitted applications to participate in the auction of this band.
As reported by Hanoi Moi Newspaper, on February 21, Deputy Minister of Information and Communications Pham Duc Long signed and issued Decision No. 219/QD-BTTTT approving the plan to organize the auction of the right to use radio frequencies for the 2,300-2,400MHz band. Enterprises participating in the auction of the 2,300-2,400MHz band can deploy telecommunications networks and services using IMT-Advanced (4G) or IMT-2020 (5G) technology, according to the principle that whichever technology is deployed will apply the requirements for deploying telecommunications networks with the corresponding technology (IMT-Advanced, IMT-2020).
Enterprises submitting auction participation dossiers to the Telecommunications Department shall comply with the provisions of Decree No. 88/2021/ND-CP dated October 1, 2021, stipulating the collection of fees for granting the right to use radio frequencies, auctions, licensing, and transfers of the right to use radio frequencies for frequency bands (Point 7, Article 12). Within 1 day from the date of receipt of the dossier, the Telecommunications Department shall issue a written notice to the enterprise about the invalid dossier. Within 4 days from the date of receipt of the notice, the enterprise must complete and resubmit a valid dossier as prescribed. Within 15 days from the date of receipt of a valid dossier, the Ministry of Information and Communications shall consider issuing a certificate of eligibility for the enterprise to participate in the auction. In case the dossier does not meet the prescribed conditions, the Ministry shall issue a written notice of refusal to issue the certificate, stating the reasons.
The submission of documents by enterprises with the deadline of April 19, 2023 is considered the "entrance ticket" to officially participate in the auction of the 2,300-2,400 MHz frequency band. To receive this ticket, enterprises must ensure the conditions specified in Article 11 of Decree No. 88/2021/ND-CP such as: Enterprises participating in the auction must fulfill previous financial obligations to the State on telecommunications, radio frequencies, complete financial contributions to the Public Telecommunications Service Fund, etc.
In the Plan for organizing the auction of the right to use radio frequencies for the 2,300-2,400MHz band for the terrestrial mobile information system according to the IMT standard (issued with Decision 219/QD-BTTTT dated February 21, 2023), the Ministry of Information and Communications stated that there are 3 frequency bands to be auctioned, including: A1 (2,300-2,330MHz), A2 (2,330-2,360MHz), A3 (2,360-2,390MHz). The winning enterprise will be granted a license to use the band for a period of 15 years.
The starting price of all 3 frequency blocks A1: 2,300-2,330MHz; A2: 2,330-2,360MHz; A3: 2,360-2,390MHz is over 5,798 billion VND/block. The step price for all 3 blocks is 10 billion VND/block. The minimum deposit is 5%, the maximum is 20%. Specifically, the deposit applied at the auction for 3 frequency blocks is 580 billion VND/block.
On March 24, the Radio Frequency Department (Ministry of Information and Communications) also issued Notice No. 565/TB-CTS on the announcement of the results of the selection of an organization to auction assets, which are the rights to use radio frequencies for the 2300-2400 MHz band. Accordingly, the Asset Auction Service Center, Hanoi Department of Justice, address No. 1 Quang Trung, Ha Dong District, Hanoi City, was selected to organize this auction.
By the end of 2022, the Ministry of Information and Communications has licensed telecommunications businesses to test 5G in 40 provinces and cities.
