Currently, registered users can opt in to the beta by opening the Settings app, going to Software Update, tapping the “Beta Update” option, and turning on the iOS 16 Developer Beta. “Note that an Apple ID associated with a developer account is required to download and install new betas.”

This update may come with more bugs than the stable version because this is the first beta version of iOS 16.6, so you should only install the latest test version on a secondary device.
Additionally, iOS 16.6 compatibility is limited to devices that are eligible to update to iOS 16. This includes the iPhone 8 and later models.
As for the changes that iOS 16.6 beta 1 brings, Apple hasn’t provided any details yet. The changelog simply says that the new software includes “bug fixes and improvements,” but it’s likely that new features have been added.
