Than Uyen Social Insurance officers propagate to people the benefits of participating in health insurance and voluntary social insurance.

Mr. Do Bach Duong - Deputy Director of Than Uyen Social Insurance shared: "The unit actively innovates and flexibly implements communication work so that social insurance, health insurance, and unemployment insurance (HI) policies spread to each unit and each household. At the same time, it guides the declaration and submission of documents through the Public Service Portal, creating a basic knowledge base for people to easily access related information and policies."
It is known that the direct communication form at Than Uyen Medical Center, villages, residential groups, and households is regularly coordinated by officers, civil servants, and collaborators of Than Uyen Social Insurance. Ms. Nguyen Thi Phuong (Than Uyen Social Insurance) shared: “Regardless of sunny or rainy weather, my colleagues and I always try to “go to every alley, knock on every door, and check every subject” to propagate and spread the humanity of social insurance and health insurance policies. At the launching ceremony to propagate and mobilize people to participate in voluntary social insurance and family health insurance in May 2025, we mobilized 6 more people to participate in voluntary social insurance and 16 people to participate in health insurance. The unit also organized conferences to help people better understand the new points of the Law on Social Insurance and the amended Law on Health Insurance, thereby developing 12 more people to participate in health insurance”.
Mr. Ha Duc Toan, currently an apprentice at Toan Viet Photoshop Store, located on Chu Van An Street, Than Uyen Commune, never thought he would participate in voluntary social insurance. After being met and consulted by Than Uyen Social Insurance officers and grassroots collaborators, he understood more about the humane meaning of the State's policy, especially the gradual accumulation so that he can have a pension and a health insurance card in the future, and not have to depend on his family when he gets old.
Mr. Toan shared: “I found this to be a very humane policy, so I registered to participate in voluntary social insurance. Every month, I deduct a portion of my income to pay on time as prescribed. As a freelancer like me, my income is unstable, and having a salary when I retire is the best. Since participating, I feel more secure about my future. I have shared with some friends and relatives to register to participate in voluntary social insurance.
In the first 6 months of 2025, Than Uyen Social Insurance issued and reissued 305 social insurance books; issued and reissued 13,230 separate social insurance books; issued, renewed, and reissued 46,943 health insurance cards. According to Mr. Do Bach Duong - Deputy Director of Than Uyen Social Insurance, the targets for compulsory social insurance and voluntary social insurance have not been met compared to the assigned targets. The main reason is still heavily dependent on support from the state budget and the provincial budget. The activities of some social insurance and health insurance collection service organizations are not effective, they have to take on many jobs, affecting the development of voluntary social insurance and family health insurance participants. The number of people participating in voluntary social insurance tends to stop because the policy is not really attractive: the payment period is long, the retirement age conditions have just been adjusted according to the Labor Code. Low income and economic difficulties are also the reasons for the low development of household health insurance participants. People are not really interested in participating in health insurance to prevent risks when sick or having an accident, even though they understand the importance of that card.
In the coming time, Than Uyen Social Insurance will continue to promote propaganda work, closely following the instructions of Social Insurance Region IV on re-signing health insurance examination and treatment contracts; instructing on the installation, approval, and use of the VssID application for social insurance and health insurance participants; proactively and flexibly handling administrative procedures, ensuring the rights of participants when implementing 2-level local government. Strengthening discipline, administrative discipline, and public ethics of cadres and civil servants; creating maximum convenience for units, businesses and people, thereby increasing the rate of universal health insurance coverage in the area.
