On August 28th, Ms. Nguyen Thi H. (residing in Buon Ma Thuot City, Dak Lak Province) happily announced that her son, D.XH, had been officially recognized as a junior high school graduate by the Buon Ma Thuot City Department of Education and Training.

Ms. Nguyen Thi H. spoke with reporters about the incident.

According to Ms. H., at the end of the 2022-2023 school year, the family was surprised to be informed that their child did not have school records for grades 7, 8, and 9, and therefore would not be considered for junior high school graduation. Following this, she filed a petition and complaint requesting that H. be granted junior high school graduation.

Ms. H. confided that after being repeatedly told by authorities that there was no basis to recognize her child's graduation, she considered giving up. However, seeing her child sad while other children her age were attending school and she had to stay home alone, she couldn't bring herself to accept it.

With the strong support and vocal advocacy of the press, she continued to "knock on the doors" of various authorities in Dak Lak province. At the same time, she sent a petition for help to the Ministry of Education and Training. Following instructions from the Ministry, H. was organized to review the material, take the exams, complete her paperwork, and was recognized as having graduated.

"I submitted an application for my grandchild to attend a college in Dak Lak so that she could study both academics and vocational skills. This morning she went to school for the first time - she's finally able to go to school again," Mrs. H. said happily.

As the Nguoi Lao Dong newspaper has repeatedly reported, at the beginning of the 2020-2021 school year, student D.XH was placed in class 6D at Lac Long Quan Secondary School (Buon Ma Thuot City) because he had to repeat the grade. After his parents submitted a petition stating that H. had autism, in subsequent school years, he was allowed to attend grades 7, 8, and 9 without any educational evaluation records. By the end of the 2022-2023 school year, due to the lack of academic results, H. was not considered for graduation from secondary school.

After repeatedly submitting applications and working with the school and the Department of Education and Training but being refused graduation recognition, Ms. H. sent an urgent "appeal for help" to the Ministry of Education and Training.

Subsequently, the Ministry of Education and Training issued a response to the Department of Education and Training of Dak Lak province and the urgent "plea for help" from the parents.

According to the Ministry of Education and Training, the medical records of student D.XH show that she has a pervasive developmental disorder, dating back to May 28, 2015, at Children's Hospital 2. Based on regulations, H. has the right to participate in inclusive education and has been admitted to grade 6 at Lac Long Quan Secondary School since the 2020-2021 school year.

Lac Long Quan Secondary School is responsible for guiding and disseminating to students' families the regulations regarding inclusive education records to ensure the rights of students. The principal will base the promotion of students with disabilities on their academic performance in various subjects and educational activities according to the general education program, or on their individual performance if they do not meet the general education program requirements.

Therefore, Lac Long Quan Secondary School is responsible for guiding teachers, staff, and students in implementing and disseminating to students' families the regulations on evaluating and classifying students with disabilities as a basis for promotion to the next grade according to individualized educational plans suitable for each student.

Therefore, the Ministry of Education and Training requested the Dak Lak Department of Education and Training to direct the Buon Ma Thuot City Department of Education and Training to guide Lac Long Quan Secondary School to coordinate with families to review and complete the students' academic records and results in accordance with the law, ensuring the full rights of learners and the policies of the State.
