Thanh Nien Newspaper recently reported the case of 'Lack of teachers but no contracts' in schools in Khanh Hoa province. Now the Ministry of Home Affairs has issued guidelines allowing the continued implementation of contracts to resolve difficulties in recruiting teachers.
Responding to Document No. 10929/UBND-TH dated September 30, 2024 of Khanh Hoa Provincial People's Committee on the request for guidance on the implementation of professional and technical labor contracts ineducational and training public service units, the Ministry of Home Affairs has the following comments:
Regarding professional and technical labor contracts in educational and training public service units, the Ministry of Home Affairs guides: In case the number of teachers assigned to the establishment has not been fully recruited due to difficulties as stated in Official Dispatch No. 10929/TH-UBND, the Khanh Hoa Provincial People's Committee is requested to guide educational public service units to sign professional and technical labor contracts for the number of employees who are still lacking and have not been recruited compared to the number of employees assigned by competent authorities according to regulations.
Principals of schools in Khanh Hoa province are allowed to continue to recruit teachers under labor contracts according to Decree No. 111/2022.
Thus, principals of schools in Khanh Hoa province are allowed to continue to recruit teachers under labor contracts according to Decree No. 111/2022, solving difficulties in recruiting teachers.
Previously, according to the Khanh Hoa Department of Education and Training, many schools in the province were facing difficulties in recruiting teachers. In particular, some localities are recruiting according to regulations, and are not allowed to sign contracts with teachers during this process. Localities that have recruited teachers for the 2023-2024 school year but have not met the quota will continue to develop recruitment plans, so they are not allowed to sign contracts with teachers to teach at schools.
On the afternoon of October 23, Mr. Dinh Van Thieu, Vice Chairman of Khanh Hoa Provincial People's Committee, chaired a meeting with the Department of Home Affairs, Department of Education and Training, Department of Finance... After listening to the opinions of the meeting participants, Mr. Thieu assigned the Department of Home Affairs to urgently propose to the Ministry of Home Affairs to guide the province on the mechanism for implementing professional labor contracts for the position of teachers; the Department of Education and Training to review and re-determine the teacher quota at schools for the 2024-2025 school year so that relevant departments and branches have a basis to advise the Provincial People's Committee to resolve difficulties related to the recruitment and placement of teachers; localities still lacking teachers to urgently organize additional recruitment.
