The Ministry also requested to consult the community, ensuring democracy, publicity, transparency, avoiding causing confusion and anxiety for parents, teachers and students. All steps must aim at the dual goal of streamlining the organization and improving the quality of education.
Regarding specific support solutions, Mr. Tai said that the Ministry of Education and Training has directed localities to focus on three main groups of solutions: Prioritizing budget allocation to renovate and upgrade facilities and equipment at the main school before receiving students from the satellite school. Taking advantage of surplus housing and land funds after the arrangement of administrative units to serve educational development. Ensuring policies and regimes for managers, teachers, staff and students, especially in difficult areas.
At the same time, Mr. Tai said that the Ministry of Education and Training will coordinate with the Ministry of Home Affairs, the Ministry of Finance, and the Ministry of Justice in removing difficulties and obstacles, ensuring the implementation process is orderly, synchronous, humane, and in accordance with the law.
Ms. Nguyen Thi Viet Nga, member of the National Assembly's Committee on Culture and Society, also expressed her opinion: The most important thing is that every decision in the arrangement of the school network must be aimed at learners. The success of this process is not only measured by the number of merged schools or the reduction of focal points, but more importantly, ensuring that all students can study in a better and more favorable environment. "That is the highest criterion, the measure of correctness, humanity and suitability in the process of arranging the network of general schools, a task that is both urgent and long-term, requiring political determination, social consensus and a high sense of responsibility of the entire education sector," Ms. Nga shared.
To do so, Ms. Nga said that the arrangement needs to be carried out on the basis of a thorough investigation and survey of the current situation of student size, facilities, staff and geographical conditions. Localities need to develop a comprehensive plan with a clear roadmap, and at the same time closely coordinate with related sectors such as finance, agriculture and environment, construction... to ensure consistency and feasibility.
