On July 30, the People's Committee of Da Nang City and the Department of Science and Technology of Da Nang City organized the opening ceremony of the Da Nang City Innovation and Startup Festival - SURF 2025 with the theme: Policy Launchpad - Nurturing Unicorns.
Da Nang selected to form national innovation center
Speaking at the ceremony, Deputy Minister of Science and Technology Hoang Minh said that in order to synchronize and unify mechanisms and policies, the Ministry of Science and Technology is urgently coordinating with central ministries and branches to develop documents guiding the law and decrees to submit to the Government in October 2025.
Accordingly, there are a number of important new points to promote innovation and creative startups: a system of innovation centers at the national, ministerial and local levels will be formed; for the first time Vietnam will form a venture capital fund funded by the state; for the first time a professional stock market will be organized for creative startups; the National Technology Innovation Fund has been reorganized and the science and technology development fund for innovation of localities will be allowed to directly support technological innovation enterprises.
Deputy Minister Hoang Minh also informed that Da Nang will be selected to form a national innovation center to connect and provide technology solutions, as well as support technology services for the business community and people.
Da Nang City has been synchronously implementing many mechanisms, policies and specific actions to develop a creative startup ecosystem such as tax exemption and reduction for startups; supporting co-working spaces and technology incubators; connecting investors, supporting new product testing, building research and innovation centers, high-tech zones... The network of startup support organizations in Da Nang is increasingly expanding and operating effectively.
The Deputy Minister of Science and Technology highly appreciated the efforts of Da Nang city in supporting innovative startups. The Deputy Minister suggested that in the coming time, Da Nang should form a venture capital fund, a science and technology fund, and Da Nang's innovation fund; invest in developing innovation infrastructure to attract leading technology enterprises; build a controlled testing mechanism (sandbox), allowing testing of new technologies in a number of Da Nang's strengths and priority areas...

SURF 2025 with many activities: Final round of the Da Nang City Innovation Startup Competition, LocalLife.Asia Project - a sustainable community tourism platform won the First Prize; city leaders met with experts, speakers, investors and the startup community; Innovation Startup Exhibition; Launch of the Innovation Network of Universities and Colleges; Seminar: Da Nang - Blockchain unicorn launch pad; International Innovation Investment Connection Forum "Blockchain and digital assets: Innovation in urban digital transformation and digital economic development in Da Nang"...
The festival is an opportunity to connect knowledge, policy, technology and investment capital, creating a multilateral cooperation network, promoting innovation and startups. At the same time, this is also a place to incubate potential businesses.
Mr. Ngo Tan Tien brought his project Skoolib - Smart library management platform to SURF 2025 and shared: "As a new startup, I hope to connect with the startup ecosystem, meet many software and hardware partners in library management as well as have the opportunity to connect with potential customers and investment funds".
SURF 2025’s “Policy Launchpad – Unicorn Nurturing” journey is writing new pages of history, marking the strong rise of Da Nang’s startup ecosystem on the international map. Da Nang has made a spectacular breakthrough, rising 130 places on the Global Startup Ecosystem Index 2025.
On this occasion, Da Nang was recognized by StartupBlink as one of the 12 most dynamic ecosystems globally and awarded the certificate of "Fastest growing ecosystem in Vietnam" in 2025.
Within the framework of SURF 2025, the People's Committee of Da Nang City signed a Memorandum of Understanding with CT Group to promote sustainable and comprehensive development of Da Nang City through breakthrough initiatives and application of advanced technology.
Vice Chairman of the Da Nang People's Committee Ho Quang Buu emphasized: "We are committed to continuing to improve the investment environment, perfecting the innovative startup ecosystem, creating favorable conditions for businesses, organizations, and individuals to start up and develop sustainably."
