Housing is a pressing issue for workers.
Ms. Pham Thi Tuong Vi, a worker at Mabuchi Motor Da Nang Co., Ltd., reported that when Saigon Thuan Phuoc Green Real Estate Company built and opened for sale the social housing apartment complex in Hoa Khanh Industrial Park (IP), many workers registered to buy. However, currently, a number of workers, mainly workers at Mabuchi Motor Da Nang Co., Ltd., have bought social housing in Area E3, E4 of this project for nearly 3 years but have not yet received their houses. The delay in handing over the houses has made many workers frustrated and facing economic and housing difficulties. They have been paying bank loans and rent for the past few years.

According to Ms. Nguyen Thi Xuan An, a worker at Fujikura Automotive Vietnam Co., Ltd., the housing for workers at Hoa Cam Industrial Park has been completed and put into use. However, the area of one apartment is too small, making it difficult to ensure the living conditions for a family of three workers.
According to Ms. Hoang Thi Thanh Hai, a worker at Hoang Bao Anh Company Limited, according to regulations, the subjects who can access and be arranged to live in social housing are limited to workers working in industrial parks. Meanwhile, the housing needs of workers in other areas such as part-time workers at the commune level, civil servants (especially teachers), and workers in enterprises outside industrial parks are quite high. Therefore, Ms. Hai suggested a solution to expand the scope of workers' housing.

Submit to the Government to convert the Western dormitory into social housing
At the meeting, Mr. Tran Van Hoang, Deputy Director of the Department of Construction of Da Nang City, said that upon receiving a petition from many workers about the social housing project invested by Saigon Thuan Phuoc Green Real Estate Company, the Department of Construction contacted the investor.

“Although we are very sympathetic to the Covid-19 pandemic, price fluctuations, capital, etc., the department still strongly requires investors to contact each buyer. Up to now, the company has invited 157 cases to work, and committed to handing over the houses by August 31, 2023. In case the investor does not hand over the houses to the workers by the deadline, they must support the workers with rent,” said Mr. Hoang.
Referring to the social housing of Hoa Cam Industrial Park, the area is quite small, only 16m2 . Recently, the Da Nang City Labor Federation - the investor of Hoa Cam Industrial Park proposed to renovate 2 blocks from the 2nd to the 5th floor, install more elevators.... The estimated cost is 15.8 billion VND. On April 15, 2023, there was a transfer slip to the Department of Planning and Investment of Da Nang City to advise the People's Committee of Da Nang City to arrange and allocate appropriate capital.
According to Ms. Ngo Thi Kim Yen, Vice Chairwoman of Da Nang City People's Committee, Da Nang has a preliminary estimate of 70,000 workers in industrial parks. Of these, 40% of workers have to rent houses. Thus, Da Nang needs 28,000 houses to serve the needs of workers.
"Determined but the number is still very small, so workers have to rent a lot of accommodation. Housing costs have reached 20%, which is a burden for workers. Da Nang is currently submitting to the Government to convert the function of the Western dormitory into social housing for workers to partially solve the need," said Ms. Ngo Thi Kim Yen.

At the conference, Mr. Luong Nguyen Minh Triet, Chairman of the People's Council of Da Nang City, said that the People's Council of Da Nang City has issued Resolution No. 77 approving the adjustment of the housing development program of Da Nang City for the period 2021-2030. The current issue is to allocate resources and propose reasonable policies, suitable to the needs of workers to solve the problem of social housing. Increase investment attraction to develop social housing for workers integrated into the social housing development program of Da Nang City. In the immediate future, the Hoa Cam Industrial Park workers' housing will expand the area of rental rooms to solve reasonable accommodation for workers.
“The demand for social housing is so high, but we have not been able to grasp it in a practical and detailed way. Social housing projects cannot be sold out. Or there is demand but the conditions for workers to meet are too high. Housing for workers for rent at 300,000-400,000 VND is a demand, but raising it to 700,000-800,000 VND is no longer a demand. Such a policy is not reasonable and logical,” Mr. Luong Nguyen Minh Triet acknowledged.
