Previously, at 10:30 a.m. on May 16, at Ta Pao Ho 1A Hydropower Plant in Si Lo Lau commune, a landslide occurred, causing serious damage to people and property.
Immediately after the incident, the General Staff of the Vietnam People's Army issued a telegram requesting Military Region 2 and the Border Guard to strictly maintain a standby regime, proactively monitor weather developments; inspect and review areas at risk of further landslides; and prepare forces and means to participate in responding and promptly overcoming any situation that may arise.

The Command of Military Region 2 directed the Lai Chau Provincial Military Command to survey the terrain and proactively advise the Lai Chau Provincial Civil Defense, Disaster Prevention and Search and Rescue Command to develop plans and solutions to search for missing people, evacuate people and property from areas at risk of landslides, and ensure absolute safety for people and vehicles participating.
The Border Guard Command directed the Lai Chau Provincial Border Guard Command to coordinate with the Provincial Military Command to organize forces and means to participate in responding to and searching for missing people. Be ready to send a dog team to search when requested.
Implementing the telegram of the General Staff of the Vietnam People's Army, Military Region 2 mobilized nearly 200 officers, soldiers and militiamen along with local security forces and authorities; 17 vehicles and specialized equipment to urgently carry out rescue work.
