After the whole country implemented the 2-level local government model, based on the staffing, organization, functions and tasks of the commune-level military commands nationwide, the General Department of Logistics and Engineering proposed to the Central Military Commission and the Ministry of National Defense to purchase various types of two-wheeled motorbikes to equip the commune-level military commands, each unit with 2 vehicles. Of which, Lai Chau province was equipped with 76 vehicles. This type of vehicle was selected by the Ministry of National Defense because of its technical features suitable for local operations, easy to use, and convenient for technical assurance work.

Speaking at the conference, Colonel Dang Vinh Thuy, Commander of Lai Chau Provincial Military Command, emphasized that the provision of two-wheeled motorbikes to the Military Commands at the commune and ward levels is a major policy, demonstrating the attention of the Central Military Commission and the Ministry of National Defense in building a regular, elite, and modern armed force, contributing to creating favorable conditions for the Military Commands at the commune level to build and train militia and self-defense forces, carry out civil defense tasks and other tasks.
