Phu Quoc Special Zone has been proactive and responsible in implementing tasks since July 1st.

On the afternoon of July 18, Deputy Secretary of An Giang Provincial Party Committee Lam Minh Thanh, as head of the provincial working delegation, worked with the Standing Committee of the Phu Quoc Special Zone Party Committee on the operation of Phu Quoc Special Zone after its establishment; some key tasks in the coming time; leadership and direction in preparation for the 1st Special Zone Party Congress, term 2025-2030. The working delegation was joined by Vice Chairman of An Giang Provincial People's Council Giang Van Phuc.

EFFORT AND RESPONSIBILITY

Speaking at the meeting, Deputy Secretary of An Giang Provincial Party Committee Lam Minh Thanh praised the high sense of responsibility of the Party Committee Standing Committee and leaders of Phu Quoc Special Zone in quickly completing the organizational structure after the merger. He acknowledged that the special zone had made efforts to overcome initial difficulties, gradually stabilize and put the new government apparatus into orderly operation.

“The initial stage is always a time of many challenges, but the special zone has shown initiative, responsibility and a receptive spirit in implementing its tasks,” Comrade Lam Minh Thanh affirmed, expressing his belief that Phu Quoc Special Zone will continue to promote its role and successfully complete its assigned tasks in the coming time.

The Deputy Secretary of the Provincial Party Committee requested the Party Committee of the special zone to continue reviewing the organizational structure, promptly amending and supplementing functions and tasks to be closer to reality and current regulations. It is necessary to re-evaluate the staffing situation of cadres and civil servants to have appropriate proposals to submit to competent authorities for consideration and support.

Continue to issue full regulations and rules to ensure compliance with legal regulations and the principle of comprehensive Party leadership in all areas. Comrade Lam Minh Thanh emphasized: "The regulations must clearly demonstrate democracy, discussion and collective responsibility in leadership and management."

Regarding the operation of the new government apparatus, the special zone needs to quickly overcome shortcomings and inadequacies; strengthen administrative reforms, improve the quality of handling procedures for people and businesses, and effectively carry out socio -economic development tasks.

Regarding the preparation for the 1st Phu Quoc Special Zone Party Congress, term 2025-2030, the Deputy Secretary of the An Giang Provincial Party Committee requested the Standing Committee of the Special Zone Party Committee to promptly appoint personnel at the subordinate Party grassroots organizations; to properly prepare personnel for the new term Party Committee, ensuring proper procedures and standards. The preparation of congress documents must be carried out thoroughly, comprehensively, closely following the reality and closely following the instructions and regulations of the Central and Provincial Party Committees...

PARTY CONGRESS EXPECTED AT THE END OF AUGUST

Deputy Secretary of the Party Committee, Chairwoman of the People's Council of Phu Quoc Special Zone Dang Thi Hong Gam said that up to now, the Phu Quoc Special Zone government has completed the arrangement of the organization and apparatus for stable operation.

There are 155 civil servants and 7 labor contracts, undertaking administrative, economic, cultural, social, security and defense management functions, including: Standing Committee of the People's Council, People's Committee of the special zone; Office of the People's Council - People's Committee; Department of Economy, Infrastructure and Urban Areas; Department of Culture - Society; Department of Finance - Planning; Department of Agriculture and Environment, Center for Public Administration Services.

Public service units in the area maintain the current structure, organization, payroll, and personnel. The total number of payrolls, labor contracts, and part-time workers includes: Party Bloc 39 payrolls, 7 contracts; mass organizations 37 payrolls. State civil servants are 1,320 people; labor contracts 190; part-time workers 191 people.

After 15 days of operation from July 1 to 15, the Phu Quoc Special Zone Public Administration Service Center received 8,771 citizens coming to transact. As a result, 4,212 new records were received and 923 records were returned.

Regarding the leadership and direction of the preparation for the Phu Quoc Special Zone Party Congress for the 2025-2030 term, Ms. Dang Thi Hong Gam said that after the establishment of the Phu Quoc Special Zone Party Committee, the Party Committee issued decisions to establish 63 branches, grassroots party committees, and affiliated party cells, including: 12 branches, grassroots party committees and 51 affiliated party cells.

The Party Committee of the special zone develops a plan to organize the 1st Party Congress, term 2025-2030 and issues decisions to establish a new personnel subcommittee, document subcommittee, service organization subcommittee, document editing team and support teams (propaganda and agitation team, reception and celebration team, logistics and health protection team, security team; team for printing and photocopying documents and documents serving the congress); issues a plan to allocate delegates to attend the 1st Party Congress of the special zone, term 2025-2030.

The Party Committee continued to collect opinions on the documents of the Party Congress of the special zone, directed to prepare well the conditions for the successful organization of the congress; sent an official dispatch to the Standing Committee of the Provincial Party Committee to request opinions on the time to approve the documents and the time to organize the Party Congress, expected on August 27 and 28, 2025.
