Delegate Duong Khac Mai basically agreed with the report explaining, accepting and revising the draft Law on Chemicals (amended) of the National Assembly Standing Committee. The amendment of the Law on Chemicals aims to meet the requirements of the legal corridor for chemical activities, ensure consistency and consistency with the legal system, be consistent with international treaties and commitments to which our country is a member and also overcome the shortcomings, limitations and inadequacies of the current Law on Chemicals.

However, regarding the scope of regulation, delegate Duong Khac Mai said that in terms of nature, information in the chemical field is a task in state management of chemicals; at the same time, it is part of the access rights, responsibilities and obligations of organizations and individuals participating in chemical activities.
According to the specific provisions in the draft Law, the issue of information on chemicals is regulated scatteredly, and is a small part integrated into the main content of the law. Therefore, it is not necessary to separate "information in the chemical field" as an independent element within the scope of regulation of the Law.
Regarding the chemical purchase and sale control vouchers at Point b, Clause 3, Article 13 and Article 19 of the draft, delegate Duong Khac Mai emphasized: Due to the special nature of chemicals, the management of purchase and sale must be extremely strict. Therefore, the draft has proposed the control of purchase and sale by vouchers. However, it is recommended to study and clarify the legal value of the chemical purchase and sale control vouchers. In addition, in the current stage of social development, the explosion of technology requires further research on appropriate management options, ensuring strictness and convenience in addition to the control by vouchers.
