Hanoi National University strives to become the world's leading innovative and creative university

On July 18, at the University Urban Area (Hoa Lac), the Party Committee of Hanoi National University held the 7th Congress of Delegates for the 2025-2030 term with the participation of 295 official delegates, representing nearly 4,000 party members of 29 affiliated grassroots party organizations.

Affirming the role of knowledge center, innovation and creativity

At the Congress, Party Secretary and Director of Hanoi National University Le Quan said: The 7th Congress of Hanoi National University Party Committee upholds the spirit of innovation - national responsibility - breakthrough development. The entire Party Committee will make every effort, promote the strength of the system to seize opportunities, overcome challenges to make Hanoi National University a leading innovative university, contributing effectively and directly to the development of the country; train high-quality, highly qualified human resources, foster talents, and play a core role in the Vietnamese higher education system.

During the last term, the Party Committee of Hanoi National University focused on building, consolidating and improving the quality of grassroots party organizations and party members. The evaluation and classification results have become more and more substantial, with the average annual rate of party cells completing their tasks well reaching over 97%; and the rate of party members completing their tasks well or better reaching 98%/year. As of June 2025, the entire Party Committee of Hanoi National University had 1,156 admitted party members, including 674 student party members and 20 student party members, more than doubling the target of the 6th Congress.

The current training scale of Hanoi National University is more than 60 thousand students, exceeding the target by 26.5%. The structure of industries and fields is adjusted towards increasing the number of engineering and technology, health sciences and digital creative arts (reaching 30% of the total training scale). The 2024-2025 school year will reach 40%, from 2026, aiming for 65%.

Every year, Hanoi National University trains nearly 10 thousand bachelors, thousands of masters and hundreds of doctors. The scientific staff continues to increase, of the total 5,291 staff, there are 2,878 scientific staff; the proportion of lecturers with doctoral degrees reaches 67.3%; the proportion of lecturers with the title of professor or associate professor reaches 21%. During the 2020-2025 term, the total number of scientific articles published in the ISI/SCOPUS system was 9,751, 2.7 times more than the previous term, the rate of scientific publications in groups Q1 and Q2 reached 64%, exceeding the target of the 6th Congress by 14%; the number of applications for utility solutions and patents accepted as valid is estimated at 357 records.

The science, technology and innovation network of Hanoi National University has been restructured with 15 research programs; 8 priority technology fields; 46 strong research groups; the laboratory system has been invested and modernized, including 9 key laboratories and 1 national key laboratory.

Building the Hanoi National University Urban Area in Hoa Lac is a major task, identified as a breakthrough in the last term. Up to now, the Hanoi National University Agency and most of its member units and affiliated units have officially moved their headquarters and presence in Hoa Lac. According to the plan, by the end of 2025, the Hanoi National University Urban Area will reach over 480,000m2 of construction floor space, with nearly 20,000 full-time students studying regularly and about 2,000 students studying national defense and security periodically.

University rankings are constantly improving, according to the QS rankings, overall, Hanoi National University is currently ranked 761-770 among the best universities in the world, continuously increasing by more than 100 places/year in the last 3 years. Identify 5 groups of development perspectives throughout

During the 2025-2030 term, Hanoi National University has identified the strategic goal of building a strong and comprehensive Party, developing into an innovative university, among the world's leading universities, making important contributions to the country's development in the new era.

To realize that goal, Hanoi National University has identified 5 groups of development perspectives throughout the coming term, including: Continuing to perfect the multidisciplinary and multi-field model; focusing on building a team of excellent lecturers and scientists; strongly internationalizing activities, focusing on internationalizing and improving training quality; focusing on building Hanoi National University into a center for basic scientific research and innovation; at the same time, promoting digital transformation in all activities towards a digital university.

Speaking at the Congress, Comrade Nguyen Doan Toan, Member of the Standing Committee, Head of the Propaganda and Mass Mobilization Commission of the Hanoi Party Committee, said: The Party Committee highly appreciates the multidisciplinary and multi-field innovative university model with an autonomous mechanism and modern university governance methods of the Hanoi National University; at the same time, it acknowledges the important role and contributions of the team of scientists in research, policy consulting, accompanying ministries, branches and localities in planning development and training and fostering cadres at all levels. The Party Committee especially appreciates the vision, courage and determination of the entire Party Committee in transforming and successfully building the Hanoi National University urban area in Hoa Lac.

In the coming term, he suggested that the Party Committee of Hanoi National University continue to improve the leadership capacity and fighting strength of the Party Committee, focus on Party building in terms of ideology, politics and ethics; promote the exemplary role of cadres and Party members, especially leaders.

In that spirit, Hanoi National University needs to continue to affirm its role as a leading innovation locomotive, effectively carry out the key tasks in Resolution No. 57-NQ/TW, and develop Hanoi National University into a leading center of science, technology and innovation in the region.

Along with that, it is necessary to promote comprehensive digital transformation, especially in university governance and training management; towards Vietnam's pioneering digital university model; at the same time, accelerate the implementation of construction and effective operation of the knowledge urban area in Hoa Lac, contributing to the formation of a new growth pole in the west of Hanoi.

The Congress elected the Executive Committee of the Party Committee of Hanoi National University for the 7th term, 2025-2030, consisting of 24 exemplary comrades with sufficient moral qualities, courage and capacity to assume the responsibility of leading the cause of building and developing Hanoi National University in the next 5 years. Comrade Le Quan was re-elected as Secretary of the Party Committee of Hanoi National University for the 2025-2030 term.
