Ho Chi Minh City National University has recently released a number of draft pilot regulations in training, aiming to perfect the document system and create consensus before official issuance.

The three draft regulations mentioned by Ho Chi Minh City National University include: developing and implementing a block of credits that can be recognized and transferred; recognizing credits from high school in the form of MOOC (Massive Open Online Course); and interdisciplinary training.

Accordingly, the regulations on credit blocks allow recognition of learning outcomes between programs in the Ho Chi Minh City National University system.

Students can transfer credits from accumulated modules or micro-modules to another program in full, partial or conditional form, depending on the level of equivalence in content and output standards.

Meanwhile, the regulation on recognizing credits from high school through MOOC creates opportunities for students to study early. High school students can study some university courses in advance on the online platform of Ho Chi Minh City National University or through training institutions.

Academic results will be considered for credit recognition if assessment requirements are met and if the student is admitted to a member school.

With interdisciplinary training, member units can coordinate to build integrated programs, organize teaching and jointly award degrees. This model requires transparency, integration between majors and compliance with unified procedures, including tuition fee mechanisms and legal responsibilities between the associated parties.

Discussing the above drafts, Associate Professor Dr. Nguyen Luu Thuy Ngan, Vice Principal of the University of Information Technology (Ho Chi Minh City National University), commented that MOOC is a meaningful direction, but needs to be associated with micro-courses to create a legal basis.

When MOOCs are accredited, students can choose their own subjects. This also reflects the choice of learners, helps schools design appropriate programs and expand the inter-school model.

Delegates from Ho Chi Minh City National University also proposed a synchronous mechanism for recognizing micro-credits; clearly defining the validity of exam result certificates and credit recognition for high school students; defining responsibilities between the host and coordinating institutions; simplifying the procedure for converting subjects and reviewing them through the professional council.

Ho Chi Minh City National University aims to be in the top 100 universities in Asia by 2030, and in the top 100 universities in the world by 2045.
