The Congress listened to Comrade Lam Van Vien, Deputy Secretary of the Party Cell, present a summary report on the implementation of the Resolution of the Party Cell Congress for the 2020-2025 term and determine the directions, goals, tasks and solutions for the 2025-2030 term; Comrade Pham Duc Huan, Secretary of the Party Cell, presented a report on reviewing the Party Cell Executive Committee for the 2020-2025 term .
Accordingly, in the 2020-2025 term , under the leadership and direction of the Provincial People's Committee Party Committee, the Party Cell of the Department of Ethnic Minorities and Religions has led and directed the collective unit to comprehensively implement and successfully complete the tasks and targets set out in the Resolution of the Party Cell Congress for the 2020-2025 term.
The quality and effectiveness of Party building work has had many positive changes, meeting the leadership requirements in the new situation and the Party Cell has achieved many good results. The Party Cell has maintained the title of a strong and clean Party Cell; 100% of qualified Party members have completed their tasks well.
Comrade Pham Duc Huan, Secretary of the Party Cell, emphasized that the most prominent points in the Party Cell's activities during the past term were the solidarity factor within the Party Cell, the leadership and direction role of the Party Cell's Party Committee, and the spirit of innovation in many aspects in organizing the implementation of tasks on ethnic, belief, and religious affairs.

In the 2020-2025 term, the Party cell has closely followed the leadership and direction of the superior Party Committee on Party work, the leadership of the Ministry of Ethnic Minorities and Religions, and the Provincial People's Committee on professional work; proactively and promptly issued programs and plans in accordance with the practical situation of the unit to concretize the implementation of resolutions, programs, and annual work plans according to the guidance of the superior Party Committee; the plan to implement key tasks ensures the requirements set out. Timely report on the interim and final summaries of the Party's directives, resolutions, and conclusions as required; well perform the work of protecting internal politics and protecting the State's secrets.
Direct and organize the successful implementation of the Congress Resolution for the 2020 - 2025 term, basically completing the set targets (successfully completing target 1: Fully and promptly deploy the Party's directives and resolutions, policies and laws of the State to 100% of Party members and over 95% of the masses and workers. Target 2: Strive for the rate of Party members who have excellently and well completed their tasks to reach 95% or more, with no Party members failing to complete their tasks. Target 3: Strive to admit 02 new Party members by the end of the term, achieving 50% of the set plan). There have been innovations in leadership, direction, style and working manners of Party committees and Party cells; seriously implement the policy of Party building and rectification, self-criticism and criticism, associated with studying and following Ho Chi Minh's ideology, morality and lifestyle and implementing Resolution of the 12th Central Committee, Session 4, on Party building and rectification.
Attention has been paid to the political and ideological education of party members and the masses; the Party's directives and resolutions, and the State's policies and laws have been promptly and fully implemented to party members and the masses; the Party building work has been given due attention; the quality of party activities has been constantly improved, the principles of party organization and activities have been strictly implemented; the work of organizing cadres has been strictly implemented, ensuring proper procedures; inspection and supervision work has been carried out according to the provisions of the Party Charter. The leadership and direction of party members and the masses in performing basic professional tasks has basically met the set targets. Every year, the Party cell is evaluated and classified by the superior Party Committee as having completed its tasks well.

In addition, opinions at the Congress said that the Party Cell Executive Committee of the last term had done a very good job of leading and coordinating the implementation of political tasks. The lives of cadres, civil servants and party members were regularly cared for and supported by the Party Cell Executive Committee and the Department's leaders. Professional training and fostering, political theory were focused on, creating favorable conditions.

Regarding the direction in the coming time, the Party Cell of the Department of Ethnic Minorities and Religions agreed to continue to focus on doing well the work of building clean and strong Party cells and agencies; continue to innovate, improve the capacity and fighting strength of Party cells and the effectiveness of the agency's operations; continue to improve the quality of training, promote administrative procedure reform, digital transformation; improve the quality of consulting, perform well the functions and tasks of state management in the field of ethnic affairs, beliefs and religions, in order to support ethnic minority and mountainous people to have conditions to develop production and business, gradually increase income, reduce the rate of poor households, create trust of people of all ethnic groups in the leadership and direction of the Party, management and operation of the State, contributing to strengthening and maintaining political stability, social order and safety, building and consolidating the great national unity bloc.
Continue to promote political, ideological, ethical and lifestyle education for party members and the masses; strengthen inspection and supervision work; improve the leadership capacity and fighting strength of party cells and party members, build clean and strong party cells; promote democracy, concentrate on leading cadres, party members and the masses to successfully complete tasks of ethnic, belief and religious work; lead the building of strong agencies and organizations.
The Congress agreed on 9 main targets to be implemented in the period 2025 - 2030 including:
Main indicators
1. 100% of Party members and the masses are fully informed and study the Party's directives and resolutions and the State's legal policies;
2. Organize regular Party cell activities 12 times/year; specialized activities at least 4 times/year.
3. Admit 01 to 02 new party members;
4. Every year, 100% of party members are assessed as having completed their tasks well or better; the party cell is recognized by superiors as having achieved "Completing tasks well" or better. No party members are subject to disciplinary action.
5. 100% of party members are regularly monitored; each year, at least one thematic inspection and supervision is conducted.
6. The agency is classified by the superior as having completed its tasks well or better.
7. Agency meeting security and order safety standards, agency meeting cultural standards.
8. 100% of party members and civil servants meet the basic digital skills framework standards according to Decision 757/QD-BKHCN April 29, 2025 of the Ministry of Science and Technology promulgating the Framework of basic digital knowledge and skills and guidelines for assessing and confirming the completion of the level of digital skills universalization.
9. The government leaders perform well the advisory work for the Provincial Party Committee, People's Council, and Provincial People's Committee. Complete the targets on ethnic, belief, and religious work in the province.
With a sense of responsibility, promoting democracy and collective intelligence, at the Congress, Party members in the Party Cell actively discussed and enthusiastically contributed ideas to supplement and complete the Summary Report of the work of the Party Cell of the Department of Ethnic Minorities and Religions for the term 2020 - 2025 and the directions, tasks and solutions for the term 2025 - 2030, the Review Report of the Party Cell Executive Committee of the Party Cell of the Department of Ethnic Minorities and Religions for the term 2020 - 2025 and expressed high consensus with the reports.
Speaking at the Congress, comrade Nguyen Quang Tuan, Deputy Secretary of the Provincial Party Committee, acknowledged and commended the results that the Party Cell had achieved in the past term. At the same time, he emphasized the tasks in the coming time, requesting the Party Cell to continue promoting the spirit of solidarity, creativity, proactively advising and performing well the tasks of ethnic, belief and religious affairs, making an important contribution to the overall development of Lang Son province.

At the Congress, on behalf of the Organizing Committee, the Provincial People's Committee Party Committee, Comrade Do Thanh Vinh, Deputy of the Organizing Committee, Provincial People's Committee Party Committee announced Decision No. 141-QD/DU dated June 26, 2025 of the Provincial People's Committee Party Committee appointing personnel of the Executive Committee, Secretary, Deputy Secretary of the Party Cell of the Department of Ethnic Minorities and Religions, term 2025 - 2030; announced Decision No. 142-QD/DU dated June 26, 2025 of the Provincial People's Committee Party Committee appointing delegates of the Party Cell of the Department of Ethnic Minorities and Religions to attend the Congress of Delegates of the Provincial People's Committee Party Committee, term 2025 - 2030. In which: appointing the Party Cell Executive Committee consisting of 03 comrades; appointing Comrade Pham Duc Huan to hold the position of Secretary, Comrade Lam Van Vien to hold the position of Deputy Secretary; Comrade Nguyen Manh Cuong , Party Cell member. Appoint delegates to attend the Provincial Party Congress for the 2025-2030 term, including 02 official delegates and 01 alternate delegate .
The Congress focused on research and actively discussed and contributed opinions to improve the quality and complete the draft documents of the 14th National Party Congress and the documents of the Party Congress of the Lang Son Provincial People's Committee .
The 1st Congress of the Department of Ethnic Minorities and Religions Party Cell, term 2025-2030, took place successfully, creating a new atmosphere and new motivation for all cadres and party members to continue to strive and excellently complete assigned tasks, contributing to building a clean and strong Department of Ethnic Minorities and Religions Party Cell.
