One content that many people appreciated in the speech of General Secretary To Lam was the recognition of Ho Chi Minh City's efforts in perfecting the administrative apparatus to be streamlined, effective and efficient. The General Secretary emphasized that the city has seriously implemented the arrangement and merger of administrative units; at the same time, strongly changed the style, manner, and service attitude, promoted digital transformation, towards a serving government, close to the people, transparent and modern.

Party Central Committee Secretary, City Party Secretary Tran Luu Quang It also stated that in the 2020 - 2025 term, despite facing many unprecedented difficulties and challenges, especially the serious impact of the Covid-19 pandemic, along with complicated fluctuations of the world economy and natural disasters, climate change, the Party Committee, government and people of Ho Chi Minh City, Binh Duong, Ba Ria - Vung Tau have united, made efforts to overcome challenges, and achieved many important and comprehensive results in all fields.

The work of arranging, perfecting the organizational apparatus, and streamlining the payroll was implemented synchronously, associated with the construction of a 2-level local government model suitable for the scale and management characteristics of the city after the merger. From the tradition of the 3 localities closely linked throughout history, a new development space, a new resource and driving force, a new resonance strength, opening up a period of development with greater stature, scale, position and aspirations.

In the socio-economic field, the city has completed and exceeded most of the main targets of the term. The average GRDP growth rate reached 6.7%/year, the average GRDP per capita reached 8,224 USD, 1.7 times higher than the whole country, the economic scale accounted for over 23.5% of the country's GDP, contributed more than 1/3 of the total national budget revenue, the number of enterprises accounted for 31% of the whole country.

During the past term, Ho Chi Minh City continued to maintain its position as a major economic center of the country, with a service, tourism, industrial, logistics, startup, and innovation ecosystem that developed exceptionally, converging the country's leading institutional and digital governance platforms.

The city also has strategic breakthroughs, removing many "bottlenecks" such as: implementing Resolution No. 31-NQ/TW of the Politburo, Resolution 98/2023/QH15. Proposing and implementing the project to develop an international financial center, urban railway system, Can Gio international transit port, Free Trade Zone (FTZ) and Con Dao special economic zone. At the same time, actively and proactively implementing 7 strategic resolutions of the Politburo in various fields and initially achieving some positive results...

“These great results are vivid evidence of the mettle, intelligence, solidarity, dynamism and creativity of the Party Committee and people of Ho Chi Minh City, demonstrating the steadfast will and strong aspiration to rise up for the common goal of Ho Chi Minh City developing rapidly, sustainably, modernly, integratedly and humanely, worthy of being the locomotive and driving force of the whole country,” the Secretary of the City Party Committee emphasized.

In addition to the achievements, Deputy Secretary of the City Party Committee and Chairman of the City People's Committee Nguyen Van Duoc also pointed out that there are still some shortcomings and limitations in the past term: the growth model, infrastructure, and regional connectivity are not yet synchronized. Ho Chi Minh City is facing urgent social problems such as: the rich-poor divide, the development gap between localities, environmental pollution, traffic jams, and flooding that have not been effectively resolved, and the security and order situation has potential risks.

Frankly acknowledging the shortcomings and difficulties, Secretary of the City Party Committee Tran Luu Quang expressed that he was “not complacent with the results he has achieved, not satisfied with himself, but must ask himself: Where does Ho Chi Minh City stand in relation to development with major regional and international centers? Have the city’s potential, advantages, resources, identity and traditions been promoted appropriately? Have the people’s living standards, income and happiness really become a measure of development?”

Vision to 100 years of the country's founding (2045), to be among the top 100 best cities in the world, worthy of being an international megacity of Southeast Asia, an economic, financial, tourism, service, educational, and medical center of Asia, an attractive global destination, with distinctive and sustainable economic, cultural, and social development, high quality of life, and deep international integration.

The first Congress of the Ho Chi Minh City Party Committee opened a new chapter for the special urban area, marking a major shift after the merger. In particular, when the General Secretary spoke about "a super city converging three poles of dynamic development", it was not just a geographical description, but a vision of a unified, connected, and diffused city, where each developing area contributes to the overall momentum. That belief was further reinforced when the General Secretary emphasized the need to build a streamlined, effective, and efficient apparatus, strongly transforming into a government serving the people.

At the Congress, Party Central Committee member, Deputy Head of the Central Organizing Committee Nguyen Quang Duong announced the Politburo's Decision to appoint the Standing Committee of the Ho Chi Minh City Party Committee for the 2025-2030 term, including 7 delegates.

Specifically, appoint Mr. Tran Luu Quang - Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee as Secretary of the Ho Chi Minh City Party Committee for the 2025 - 2030 term.

Appointed 5 Deputy Secretaries of the City Party Committee including: Mr. Nguyen Van Duoc, Mr. Vo Van Minh, Mr. Nguyen Phuoc Loc, Mr. Dang Minh Thong and Ms. Van Thi Bach Tuyet.

The Politburo also decided to transfer, assign and appoint Mr. Le Quoc Phong - Member of the Party Central Committee, former Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Dong Thap province - to join the Executive Committee and Standing Committee of the Ho Chi Minh City Party Committee for the 2025-2030 term and hold the position of Standing Deputy Secretary of the Ho Chi Minh City Party Committee.
