The 20th Congress of the Party Committee of the Department of Education and Training of Quang Ninh province, term 2025-2030

On the morning of April 26, in Ha Long City, the Party Committee of the Departmentof Education and Training (GD&DT) of Quang Ninh province held the 20th Congress, term 2025-2030. Attending the meeting was comrade Nguyen Thi Hanh, Vice Chairman of the Provincial People's Committee.

In the 2020-2025 term, the Party Committee of the Department of Education and Training has united, overcome difficulties, focused on leading and directing Party cells and Party members to organize and effectively implement the goals and political tasks set by the Party Congress at higher levels and the 19th Party Congress of the Department of Education and Training. In particular, many targets were exceeded and completed ahead of schedule, contributing to consolidating and improving the quality of education and training work in the province. Notably, the rate of schools meeting national standards reached 91.91% (reaching the target 2 years ahead of the Resolution target); the rate of solidified classrooms increased by 2.1% compared to the beginning of the term. The whole province firmly maintained 100% of preschool children studying 2 sessions/day; firmly maintained and improved the quality of universal preschool education for 5-year-old children; consolidated and improved the quality of universal primary education at level 3 (the highest level); The rate of primary school students studying 2 sessions/day increased from 78.67% in 2020 to 100% in the 2024-2025 school year; universalizing lower secondary education to level 2 standards in 2022, reaching the target 2 years ahead of schedule; achieving level 2 literacy standards (the highest level). Notably, the results of the high school graduation exam in 2024 increased by 25 places compared to 2020; in the 2023-2024 and 2024-2025 school years, the results of the national excellent student selection exam ranked 8th out of 63 provinces and cities. During the term, 3 students were selected to participate in regional and international Olympic competitions. In 2 consecutive years (2023, 2024), the Department of Education and Training ranked 3rd out of 35 departments, branches and sectors in terms of digital transformation results.

Entering the 2025-2030 term, the Quang Ninh Education sector is facing many difficulties and challenges. In particular, the requirements of society and the province for education are increasingly higher; the strong development of science and technology, artificial intelligence requires changes in management methods, organization and implementation of educational activities. Along with that, the reception of vocational training from the Department of Labor, War Invalids and Social Affairs to the Department of Education and Training in the context of administrative reform is also a difficulty for the management of the sector.

With the motto "Solidarity - Democracy - Discipline - Courage - Development", all cadres, party members, civil servants, public employees and workers of the Department of Education and Training are determined to promote the tradition of solidarity and democracy; improve the leadership capacity and fighting strength of the Party organization and party members; constantly study and practice political and ethical qualities, improve capacity and qualifications in all aspects, determined to build a strong Party Committee of the Department of Education and Training, successfully implement the goals and tasks of the Resolution of the 20th Party Congress of the Department of Education and Training for the term 2025 - 2030, contributing to the successful implementation of the goals of the Resolutions of the Party Congresses at all levels for the term 2025 - 2030; strive to make Quang Ninh education one of the leading provinces and cities in developing smart education, digital transformation, applying information technology in education management, teaching and quality assessment; By 2030, be among the top 15 provinces and cities in the country in terms of level and quality of education and training development, one of the centers for education and training of high-quality human resources in the Region.

The Party Executive Committee of the Department of Education and Training, term XX, 2025-2030, was introduced to the Congress.

Speaking at the Congress, Comrade Nguyen Thi Hanh, Vice Chairman of the Provincial People's Committee, praised and acknowledged the achievements of the Department of Education and Training Party Committee in the past time. She suggested that in implementing the political tasks of the sector in the coming time, it is necessary to closely follow and grasp in order to promptly implement the direction of the Party Committee and the Provincial People's Committee to develop advanced and modern Quang Ninh education, inherit and promote the fine traditions of the nation, absorb human civilization, and meet the requirements of socio-economic development in the new era. The Party Executive Committee for the 2025-2030 term, after being approved, must immediately start building and implementing the program and plan to implement the Congress Resolution; build working regulations, assign tasks to Party Committee members; build programs and work plans for the entire term to ensure timeliness and thoroughness, promote the advantages and achieved results; avoid repeating the limitations and shortcomings of the Party Committee of the previous term.

The Party Committee and the collective leadership of the Department of Education and Training must have a scientific direction and management plan, quickly and effectively deploy the digital transformation plan to continue improving the quality of work. In the process of implementing the Resolution of the Congress, it is necessary to regularly review and evaluate the situation to have measures to lead and direct the implementation to achieve and exceed the targets set by the Resolution of the Congress. The implementation of Party building work must be closely linked to the implementation of the political tasks of the unit, closely following the guiding viewpoints of the Central Committee, the Provincial Party Committee and the Provincial People's Committee Party Committee; motivating cadres and party members to perform well the assigned tasks and have many initiatives in the work, clearly demonstrating the political mettle and intelligence of the team of scientific and technical cadres; contributing to advising the Party Committee on leadership and direction to successfully implement the goals and political tasks set out at the Congress.

The Congress elected and introduced the Party Executive Committee of the Department of Education and Training for the 20th term, 2025-2030, consisting of 6 members; directly elected the Party Secretary, Comrade Nguyen Thi Thuy, Director of the Department of Education and Training was elected as the Party Secretary. The Congress also passed the Resolution of the Party Congress of the Department of Education and Training for the 2025-2030 term.
