The 4th Provincial Congress of the Association of Victims of Agent Orange/Dioxin, term 2022 - 2027

On November 18, the Provincial Association of Victims of Agent Orange/Dioxin held its 4th Congress for the 2022-2027 term. Attending the congress were comrades: Hoang Van Thach, Vice Chairman of the Provincial People's Council; Nguyen Ba Bong, Head of the Central Organization and Policy Committee of the Vietnam Association of Victims of Agent Orange/Dioxin; provinces: Thai Nguyen, Bac Kan, Lang Son, Bac Giang , Bac Ninh, Military Region I; representatives of leaders of a number of departments, branches, unions, districts, cities and 63 delegates representing more than 1,000 members of the Association of Victims of Agent Orange/Dioxin in the province.

The Executive Committee for the 2022 - 2027 term was introduced to the congress.

The Provincial Association of Victims of Agent Orange/Dioxin currently has 6 district-level associations, 27 commune-level associations and 8 commune-level branches with 1,709 members (an increase of 270 members compared to the beginning of the term). In the 2022-2027 term, the Association actively mobilized businesses, organizations and individuals to join hands to contribute to the Provincial Fund for Victims of Agent Orange/Dioxin with more than 2 billion 610 million VND. From the fund, the Association surveyed and supported 2 victims to repair their houses; visited and presented 2,920 gifts; provided 2 wheelchairs to victims with motor disabilities; supported 3 "seeds of hope" scholarships...

The Association has done a good job of guiding members to complete the documents and procedures to be examined and approved for recognition as victims of Agent Orange/dioxin. To date, the province has 772 victims of Agent Orange receiving monthly preferential allowances, of which 417 are people who directly participated in resistance activities and 355 are children of people who directly participated in resistance activities and were exposed to toxic chemicals.

With the theme "Solidarity - affection - responsibility - innovation - towards the grassroots - for victims of Agent Orange", in the 2022 - 2027 term, the Provincial Association of Victims of Agent Orange/Dioxin continues to focus on building, consolidating and developing the Association in districts and cities. Doing a good job of advising and coordinating the implementation of Directive No. 43-CT/TW dated May 14, 2015 of the Central Party Secretariat on "strengthening the Party's leadership in dealing with the consequences of toxic chemicals used by the US during the war in Vietnam"; Plan No. 09-KH/TU dated December 8, 2015 of the Provincial Party Standing Committee on implementing the Directive has clearly changed all aspects of work, improved the quality and effectiveness of the Association's activities, and strived to admit 100% of victims receiving benefits into the Association. Promoting the emulation movement "for Agent Orange victims" of the Central Association and the movement "action for Agent Orange victims" launched by the Vietnam Fatherland Front Committee...

Vice Chairman of the Provincial People's Council Hoang Van Thach presented flowers to congratulate the Congress.

Speaking at the congress, Vice Chairman of the Provincial People's Council Hoang Van Thach suggested that it is necessary to continue to strengthen the coordination of propaganda andeducation to raise awareness and responsibility of the whole society to join hands in caring for and alleviating the pain of Agent Orange; study and thoroughly grasp the tasks assigned in Directive No. 43-CT/TW, dated May 14, 2015 of the Central Party Secretariat "on strengthening the Party's leadership in handling the consequences of toxic chemicals used by the US during the war in Vietnam" and Plan No. 09-KH/TU dated December 8, 2015 of the Provincial Party Standing Committee on implementing Directive No. 43; proactively coordinate with relevant departments and branches to promptly advise Party committees and local authorities in implementing policies for victims to ensure the right subjects, quickly, promptly, and in accordance with the actual conditions of the province. Focus on building the “Agent Orange Victims Fund” to join hands in alleviating the pain of Agent Orange; advise on consolidating and perfecting the Association at all levels to operate effectively, meeting the requirements in the new situation; build a team of specialized Association officials with qualities, heart, and vision, fulfilling assigned tasks. Call on philanthropists and businesses to continue to care, help, support, and share difficulties with Agent Orange victims so that they can rise up and stabilize their lives...

Comrade Nguyen Ba Bong, Head of the Organization and Policy Department of the Central Committee of the Vietnam Association of Victims of Agent Orange/Dioxin, presented the "For Victims of Agent Orange" Medal to individuals.

The Congress elected the Executive Committee of the Provincial Association of Victims of Agent Orange/Dioxin for the 2017-2022 term, consisting of 17 members. Comrade Nong Duc Thang, Chairman of the Provincial Association of Victims of Agent Orange/Dioxin for the 3rd term, was elected to hold the position of Chairman of the Association for the 4th term; Comrades Dam Quang Tung and Nguyen Thi Oanh were elected to hold the position of Vice Chairmen of the Association for the 2022-2027 term.

On this occasion, the Central Committee of the Vietnam Association of Victims of Agent Orange/Dioxin awarded the "For Victims of Agent Orange" Medal to 13 individuals and awarded Certificates of Merit to 3 groups and 5 individuals; the Provincial People's Committee awarded Certificates of Merit to 3 groups and 4 individuals; the Provincial Association of Victims of Agent Orange/Dioxin awarded Certificates of Merit to 4 groups and 10 individuals with achievements in the emulation movement for victims of Agent Orange in the period 2017 - 2022.
