Senior Lieutenant General Nguyen Tan Cuong, member of the Party Central Committee, member of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense attended and delivered a speech at the congress.

Senior Lieutenant General Nguyen Tan Cuong requested that, immediately after the congress, the General Staff and each agency and unit need to develop plans and programs to concretize and successfully implement the directions and tasks of emulation and reward work for the next 5 years as determined by the congress. In the immediate future, from now until the end of 2024, it is necessary to continue to effectively implement the Project and activities to celebrate the 80th anniversary of the founding of the Vietnam People's Army, the 35th anniversary of the National Defense Day; at the same time, proactively and actively deploy preparations to organize Party Congresses at all levels in the General Staff Party Committee, towards the 12th Party Congress of the Army and activities to celebrate the 50th anniversary of the Liberation of the South, National Reunification, the 80th anniversary of the National Day of the Socialist Republic of Vietnam, and the 80th anniversary of the General Staff Traditional Day in 2025.

The Emulation Movement for Victory has practically contributed to raising awareness and responsibility of leaders and commanders at all levels for political and ideological work. Party committees, political commissars, political officers, and commanders at all levels thoroughly grasped and seriously implemented the directives and projects of the Central Military Commission and the Ministry of National Defense on innovating political education work at grassroots units in the new situation, associated with promoting the study and following of Ho Chi Minh's ideology, morality, and style, the Campaign "Promoting tradition, dedicating talent, worthy of being Uncle Ho's soldiers"; with many innovations, creativity, and flexibility in the forms and methods of organizing political study.
