Credit policy to support STEM generation

Decision No. 29/2025 dated August 28, 2025 of the Prime Minister on credit for students, master's students and PhD students in STEM fields is being implemented in Lam Dong province. This is considered a "golden credit" policy, empowering the young generation to reach knowledge and master technology.

“Golden credit” for high-quality human resources

According to Decision No. 29, students in the fields of life sciences , natural sciences, information technology, engineering, construction architecture, manufacturing and processing, statistics, financial technology and some other key technologies are entitled to preferential loans to cover tuition, living expenses and study costs, with a maximum of VND 5 million/month. The policy is implemented through the Vietnam Bank for Social Policies (VBSP).

The conditions for accessing capital are also quite flexible: new students need to have good academic performance or higher in 3 years of high school or an average score of 8 or higher in natural sciences in grade 12; students in the second year or later must have excellent grades in the previous school year; master's and doctoral students only need to be recognized by the training institution. Students can borrow up to 500 million VND without collateral, above this level, they must perform loan repayment obligations with assets according to the provisions of law.

The policy not only helps learners feel secure in pursuing their dreams but also reduces the financial burden on their families, while demonstrating the State's concern in building a high-quality workforce to serve the development of key industries of the digital economy .

Ms. Vo Thi Minh Thao - Deputy Director of the Lam Dong Provincial Social Policy Bank said: In order for the new credit policy to reach the right subjects, the Provincial Social Policy Bank has coordinated with the Department of Education and Training and universities to send information directly to new students via email with full information on phone numbers and addresses of transaction offices where students' families reside, helping them proactively contact, receive advice and guidance on loan procedures. At the same time, propaganda work has been deployed in a variety of ways such as: distributing leaflets, posting on social networking platforms such as Zalo, Facebook, through savings and loan groups (TK & VV) at the grassroots level to ensure that information about the policy spreads quickly and promptly to students and parents.

Empowering the STEM Generation

Mr. Nguyen Anh Tra - a second-year PhD student majoring in Statistics and Data Science, Ho Chi Minh City University of Economics, has just received a loan of 150 million VND from the Transaction Office of the Bank for Social Policies Ham Thuan Nam. He shared: "This loan is a practical support for PhD students who do not have economic conditions like me, and at the same time conveys the trust of the Party and the State. We will try our best to achieve good results, worthy of that trust."

Currently, Mr. Tra is being invited to teach some courses on statistical probability and applied statistics at universities. After completing his PhD program, he hopes to return to teach and contribute to building digital human resources for his homeland.

Not only graduate students, many families in the province are also motivated by the new policy. Ms. Truong Thi Kim Tuyen (Tanh Linh commune) has 2 children studying at university, of which the eldest child studies medicine and pharmacy in Ho Chi Minh City, the youngest child studies information technology. "The cost of studying for my children is very high. Thanks to the preferential loan package with an interest rate of 4.8%/year, the repayment period starts after 1 year of graduation, the family's burden is reduced. This policy helps the children study with peace of mind so that they can return to contribute to their homeland later," Ms. Tuyen said.

Mr. Tran Van Huong - Director of the Transaction Office of the Social Policy Bank of Tanh Linh said: "Immediately after Decision No. 29/2025/QD-TTg was issued, the Transaction Office advised the Commune People's Committee to deploy and coordinate with socio-political organizations and Savings and Credit Groups to promote propaganda and guide documents for quick disbursement to the right subjects."

In Duc Linh commune, Ms. Tran Thi Son also expressed her joy when her son, a 4th year student at Ho Chi Minh City University of Medicine and Pharmacy, just received a disbursement of 125 million VND: "My husband had an accident, his labor capacity decreased, and the cost of studying for 6 years was very stressful. Thanks to the preferential credit package, the family has reduced the burden to take care of their child to continue studying."

According to the assessment of the Provincial Social Policy Bank, the new credit policy has quickly been approved and enthusiastically received by the people. This is an important resource, both providing practical support for learners and creating a premise for training high-quality STEM human resources in the coming period.

Through reviewing the needs, it is expected that in 2025, the Provincial Social Policy Bank will disburse to about 250 students, undergraduates, graduate students and postgraduates in the STEM group, with a total capital of nearly 20 billion VND. Currently, 4 cases have been disbursed with an amount of 403 million VND, and in September 2025 alone, the branch will disburse to 15 students and postgraduates with an amount of 3.6 billion VND.
