
Innovating propaganda
In Dai Hiep commune, Party committees, agencies, and departments coordinated the dissemination of Conclusion No. 01, dated May 18, 2021, of the Politburo on continuing to implement Directive No. 05 in a synchronized manner through the radio system, social media platforms, visual propaganda, and oral communication by speakers and propagandists at meetings of Party organizations, socio-political organizations, and schools.
Ms. Nguyen Thi Thanh Nhan, Secretary of the Party Committee of Dai Hiep commune, shared that the commune encourages the identification and introduction of exemplary individuals and good deeds to serve as role models. Many insightful, practical, and relatable articles broadcast on the commune's public address system have created a strong ripple effect in the community.
The commune Party Committee also organized a screening of documentary films on the occasion of President Ho Chi Minh's birthday; and held an online quiz competition to learn about Ho Chi Minh's ideology, ethics, and style in 2023, attracting a large number of cadres, Party members, Youth Union members, and people to participate.
The Propaganda Department of the Dai Loc District Party Committee is tasked with guiding units and localities in developing their own thematic programs to implement Conclusion No. 01.
Mr. Doan Ngoc Tuan, Head of the Propaganda Department of Dai Loc District Party Committee, said that since October 2023, the unit has published the newsletter "Learning from Uncle Ho makes our hearts purer" (every two months), used in thematic activities of Party branches and agencies. The newsletter publishes articles and stories about Uncle Ho, from which meaningful lessons are drawn for cadres and Party members to implement.
In 2024, the Propaganda Department of the District Party Committee organized a video clip creation contest titled "The Glorious Party, the Great President Ho Chi Minh - Upholding Faith," attracting 53 entries. This contributed to raising awareness and fostering pride and unwavering faith in the Party and the great President Ho Chi Minh among cadres, Party members, and people of all walks of life in the district.

Typical examples
Recognizing the significance and importance of strictly adhering to the six teachings of President Ho Chi Minh for the People's Police, the Dai Thang Commune Police are taking the lead in simplifying administrative procedures with the goal of achieving three reductions (reducing time, reducing procedures, and reducing costs).
The unit in charge advised on the implementation of an automated queue numbering system and touch screen displays for visual communication at the commune's reception and results delivery department, improving the quality and efficiency of services for the people.
The police in Dai Thang commune also have many activities aimed at proactively preventing and effectively combating various types of crime; and promptly resolving complex issues that arise.
According to Major Le Huu Vuong, Head of the Dai Thang Commune Police, in order to ensure security and order criteria in Dai Thang's efforts to achieve the advanced new rural commune status in 2024, in January 2024, the commune police advised on the development of a model of a "Smart New Rural Commune in terms of security and order".
Accordingly, a license plate recognition camera system installed at seven key locations and entry/exit points has been put into management and use, helping law enforcement agencies monitor and manage security and order. In addition, the unit has advised on the development and publication of an "Electronic Handbook on Security and Order," realizing digital transformation in legal education and awareness.
In 2022, the Department of Natural Resources and Environment of Dai Loc district was late in processing administrative documents and delivering results to citizens, with 342 cases delayed. Vo Ngoc Tot, Secretary of the Party Committee and Head of the Department of Natural Resources and Environment of the district, shared that this situation has affected the leadership and guidance of the Party Committee, the agency, and the overall results of the district.
Analysis reveals that the delay was caused by a combination of objective and subjective factors, including the responsibility of the civil servants involved in the advisory role.
To address this, the Party Cell of the Department of Natural Resources and Environment chose the theme "Studying and following Ho Chi Minh's thoughts, ethics, and style on building a public service culture to meet the needs of administrative reform towards professionalism, modernity, and serving the people."

Putting the thematic topic into practice, many key tasks have been focused on by the Party branch and leaders of the Department of Natural Resources and Environment of Dai Loc district. For example, they have thoroughly disseminated the thematic topic and the regulations of the District Party Committee and the District People's Committee on administrative reform.
The Party branch also instilled the spirit and attitude towards work; standards of communication and conduct; and ethical standards and lifestyles for officials and civil servants. The submission or return of documents to each level and sector must adhere strictly to deadlines; delaying documents is prohibited, and those found doing so will be subject to disciplinary action. The head of the department personally inspects all received and processed documents 1-2 times a week.
Mr. Vo Ngoc Tot stated that, thanks to this, significant progress has been made in overcoming limitations, with the number of overdue applications decreasing to 89 in 2023 and 22 in the first six months of 2024.
It can be said that the implementation of this thematic program has helped officials and employees of the department to recognize their responsibilities, uphold the spirit of public service ethics, serve the people, and contribute to bringing administrative reform in the field of land procedure resolution into order.
