In the 2020-2025 period, there were 3,476 works by more than 10,000 authors and groups of authors participating in the military-level competition, the vast majority of which were applied in practice.

The 25th Army Youth Creative Award had 820 works (315 topics, 505 initiatives) by 2,188 authors from 42/56 units under the Central Military Commission - Ministry of National Defense. The specialized council assessed and evaluated the works to ensure strictness and objectivity.
Speaking at the award ceremony, General Phan Van Giang, Minister of National Defense, emphasized: The Party and State always pay attention to developing science and technology, considering it a top national policy.
"Promoting innovation, strongly applying science and technology, especially the achievements of the fourth industrial revolution, creates a strong driving force for rapid and sustainable development," the Minister of National Defense said, adding that this is also the content and core of Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation, and national digital transformation.

In national defense, General Phan Van Giang commented that military science has made steady and comprehensive steps of growth and development, achieving results.
The Minister affirmed that the Youth Innovation Award is a bright spot, demonstrating the creative spirit, enthusiasm and aspiration to conquer the scientific peaks of the military youth. When more than 95% of the works are put into application and used in practice, not only domestically but also internationally.
General Phan Van Giang cited the example of an army captain who worked in communications for the peacekeeping force in South Sudan. Overcoming difficulties in the field, this female captain was creative and worked on her own to record information and images of the peacekeeping force in remote areas.
He cited Viettel Peru (Bitel) under the Military Industry and Telecommunications Group (Viettel), one of the most successful foreign investment units. Peruvian senior leaders highly appreciated Bitel and Viettel for helping to cover telecommunications and develop the socio-economy of the host country.
"We are pioneers not only in economic development but also in culture, society and diplomacy," General Phan Van Giang shared.

Resolution of the 13th Party Congress determined that by 2025, the building of a strong, compact, and elite army will be basically completed, and by 2030, a revolutionary, disciplined, elite, and modern army will be built.
However, General Phan Van Giang said that when discussing the preparation of documents for the 12th Congress of the Party Committee of the Army and the 14th Congress of the Party, the Central Military Commission decided to "bring the content from 2025 to 2030 to build a regular, elite, modern revolutionary Army, no longer step by step".
According to the Minister, to achieve this goal, it is necessary to apply science and technology and have the conditions to modernize 5 years ahead of the 13th Congress Resolution.
He named the equipment and weapons that the Army has produced such as armored vehicles, missiles... From here, the Minister assigned the units to continuously innovate, research, and develop further.
"The efforts, endeavors and determination together with our own science and technology - creative youth, enthusiastic youth. We have determined and determined to build a revolutionary, regular, elite, modern Army from 2025 instead of 2030 to do this", the Minister affirmed.
