Vietnam's "four no's" defense policy

Vietnam builds its national defense strength based on the combined strength of the whole country, of the great national unity bloc, of the entire political system under the leadership of the Communist Party of Vietnam, the unified management and administration of the Socialist Republic of Vietnam; consolidating and strengthening the great national unity bloc.

Vietnam's defense policy is peaceful and self-defensive in nature; resolutely and persistently fighting to resolve all disputes and disagreements by peaceful means on the basis of international law; actively and proactively preventing and repelling the risk of war, implementing the motto of protecting the Fatherland early and from afar, and being ready to fight against aggressive wars.

Vietnam advocates not participating in military alliances; not aligning with one country to fight another; not allowing foreign countries to set up military bases or use Vietnamese territory to fight against other countries; not using force or threatening to use force in international relations.
